Something currently missing from the debate around the @NYCMayor & @tiffany_caban's Delivery Protection Act is that it isn't just good or nice for workers. It breaks two specific, deliberate choices that Amazon has made that makes last mile delivery wildly dangerous.
1) First, people need to understand just how dangerous driving for Amazon is. The national average injury rate is 2.4 per 100 workers; Amazon last-mile facilities are looking at an injury rate of 8.3 for their employees; the "subcontractor" drivers who wear Amazon vests and drive Amazon vans with directions from an Amazon app and deliver packages in Amazon boxes had an injury rate of 9.2 in 2023/2024. (See the 2025 NYC Comptroller's report from @bradlander: comptroller.nyc.gov/reports/…)
2) Why is it that dangerous? Is it because Amazon is cruel or indifferent to its workers? Maybe that's part of it. But the deeper problem, I think, is two choices. First, like many other employers, they decided to fissure their workplace, and pretend that their driving workforce does not work for them, but rather smaller companies called Delivery Service Providers, or DSPs. To be clear, those DSPs effectively can *only* work for Amazon; they hire, fire, and pay people at Amazon's direction -- the control is such that New Jersey AG Davenport alleged in a recent lawsuit that Amazon has effectively created a captive workforce.
3) The other choice that Amazon makes is to embrace employee churn. They're *not* trying to retain drivers, to help them gain experience -- unlike their competitor UPS. No, they apply the same principle that they apply in warehouses, which is to drive workers as fast as humanly possible. Look at their pay scale, pasted below from a recent Harvard study (Schneider & Weil et al, 2025). Compare it to that of UPS or FedEx. More seniority does NOT equal more pay at Amazon. The message couldn't be clearer: We'll push you as fast as we want, even if it is dangerous and hurts you. If you want to leave, be our guest.
4) End result? Just 2% of UPS drivers have less than a year of experience. Meanwhile, 46% of Amazon workers have not hit 365 days on the job. (Red circles below.)
5) This is where Amazon's choices hit a simple fact of workplace accidents. Across industries, including driving, the newest workers have the highest injury rates. The authors of the Harvard study put it this way: "Amazon workers can’t get off the bottom rung, because that’s effectively where the ladder ends" -- and that is universally acknowledged as the most dangerous rung. (For more on the impact of driving tenure & accidents, see: vtechworks.lib.vt.edu/server…)
6) ...and Amazon has no incentive to fix this. This is where the Delivery Protection Act comes in. It forces Amazon to be responsible for its last-mile drivers, and it forces them to train those drivers. That's how it makes things safer for drivers and NYC pedestrians alike. Amazon is opposing it tooth and nail because it knows that if this passes, similar legislation will pass in Chicago and elsewhere. I wouldn't be surprised if, when it passes, Amazon makes an example of New York by performatively punishing New York customers. But make no mistake -- this is a problem of Amazon's deliberate creation. And it is time to fix it.
NEW: Behind the scenes of @tiffany_caban’s popular Amazon regulation bill, @NYCMayor lawyers are evaluating its legality and @SpeakerMenin is considering amendments. Amazon is threatening to sue or move certain operations out of NYC. W/ @emmagf

The fight of Amazon delivery drivers is our fight - and it's the fight of every worker shortchanged by greedy corporate bosses.
We stand with @Teamsters and call on @SpeakerMenin to schedule a vote on the Delivery Protection Act.
Together, let's send the message loud and clear that workers matter in our city and the days of corporate impunity are over.
Since its reintroduction in April, the Delivery Protection Act has supermajority support in the New York City Council. Mayor Zohran Mamdani has committed to signing this critical legislation once passed. The only thing preventing New York City from making labor history? Council Speaker Julie Menin, who has failed to schedule this landmark bill for a vote.
Speaker Menin, it’s time to choose: Do you stand with every day New Yorkers who support the DPA, or with Amazon and other companies who endanger workers and the communities they deliver to?
Schedule the vote for the Delivery Protection Act and let the people of New York City have their say.

Grateful to have earned the support of my union siblings here in New York and across the country. Now let's pass the PRO act and get every worker in a union.

I have fought alongside them to push for the Empire Act in the state legislature & the Delivery Protection Act in the City Council.
Thrilled to get to work in partnership with their members at the State Senate!
Teamsters Local 804 is proud to endorse Jessica González-Rojas for NYS Senate District 13.
Jessica has been a fierce advocate for working people and our communities. Looking forward to big things in Albany!
Delivery workers deserve safe and fair conditions, and big corporations should be held accountable when they try to avoid responsibility.
Speaker @JulieMenin must put workers first and bring the Delivery Protection Act to a vote.

Bring it to a vote, @JulieMenin — or you're standing with billionaires over workers.

Amazon Teamsters, with the support of a supermajority of the New York City Council and Mayor Zohran Mamdani, are on the cusp of making a major, historic breakthrough to hold the $3 trillion corporation accountable by passing the Delivery Protection Act.
Speaker Julie Menin, schedule an immediate vote on the Delivery Protection Act!

Companies like Amazon demand the most from their drivers. As one worker told us, it doesn't matter if your mom died yesterday, if your kid is sick, they don't care. You need to work.
But when it comes to negotiating fair conditions and pay, the company creating the poor conditions refuse to come to the table. The reason? Because many last mile drivers are employed through third party contractors, making it easier for Amazon and similar companies to skirt accountability.
The Delivery Protection Act would end this exploitive loophole and require last mile delivery companies to directly employ their workers.

Thank you, @NYCMayor, for your support of the Amazon Teamsters movement and for endorsing the Delivery Protection Act to hold companies like Amazon accountable when they break the law.
Every worker deserves dignity and respect on the job, and we are proud to stand together in the fight against the world’s greediest company. It’s long past time to pass the Delivery Protection Act and show companies like Amazon that the days of exploiting workers and endangering our communities are over.
When a worker wears an Amazon vest, drives an Amazon van and delivers on an Amazon-controlled route, but Amazon denies they work for the company — that's exploitation.
When we see that traffic and injury-causing crashes spike on the streets around a warehouse — that's exploitation. And it makes our streets less safe.
We stand with working people, not corporations that profit by denying them their rights. We stand with @Teamsters and for safe streets in New York City.
We will pass the Delivery Protection Act.

Thank you Mr. Mayor!
Let’s get the Delivery Protection Act passed and enforced!!!!

If it looks like an Amazon delivery and drives like an Amazon delivery, then it's an Amazon delivery, right? Not according to Amazon.
Big companies like Amazon have built a vast network of subcontractors who deliver their packages while shielding them from accountability.
It leaves our workers unprotected and our streets less safe. It's time for a change.
I'm proud to support the Delivery Protection Act to crack down on exploitative subcontracting and build an economy that works for everyone.
