The Scottish Government is proposing a new Heat and Energy Efficiency Technical Suitability Assessment (HEETSA) framework to provide more robust and tailored retrofit advice than current EPCs. The proposal could lead to changes in how retrofit decisions are made and funded in Scotland. SNIPEF has drafted a response and welcomes member feedback. The report indicates that confidence in both the profession and wider economy has weakened.
