THE BLOCK: Utah AG Derek Brown has filed criminal charges against Kalshi and executives Tarek Mansour and Luana Lopes Lara for allegedly promoting illegal online gambling.
The move follows a lawsuit Brown filed a week earlier over bets on sports, elections, and politics, and comes a day after the CFTC sued Utah to block enforcement of its anti-gambling laws against prediction markets.
THE BLOCK: Alipay denied supporting crypto trading after the Peer protocol announced a beta integration designed to let users buy and sell USDC via CNY transfers on the app.
The Chinese payments giant said claims that Alipay enables crypto purchases on third-party platforms are "false and unauthorized," and warned users to protect their funds and account safety.
THE BLOCK: Liquid staking protocol Diva Staking is winding down and will not launch on mainnet, the team announced Wednesday. It instructed early stakers to withdraw deposits via Enzyme.
The team cited depleted funds since mid-2024, an unpaid three-person team, and an inability to secure institutional support or further audits.
THE BLOCK: The FBI seized Virtualine's domain on Tuesday after it led "bulletproof" hosts tracked by TRM in illicit crypto inflows this year. These providers rent servers and "advertise resistance to abuse complaints and law enforcement requests."
A Russian drug market allegedly accounted for 44% of Virtualine's direct inflows.
THE BLOCK: As expected, the U.S. Federal Reserve held benchmark interest rates steady at 3.75% to 4% by a 10–2 vote.
"Economic activity is expanding at a strong pace. While uncertainty remains elevated owing, in part, to geopolitical developments, domestic spending has been resilient," the FOMC statement reads.

THE BLOCK: Ripple and Coinbase have partnered to bring the RLUSD stablecoin to Coinbase's retail and institutional platforms, with support across XRP Ledger, Base and Ethereum.
RLUSD, which has surpassed $2.6 billion in market capitalization, will also be supported as collateral on Coinbase Global Exchange at a later date.

THE BLOCK: Holders of Strategy's $STRC, $STRF, $STRK, and $STRD preferred shares will soon be accruing dividends every calendar day.
Shareholders approved the amendment with 99.3% of votes cast in favor, according to results shared by Michael Saylor.
STRC's first record date will be Nov. 1, with payment on Nov. 2, while STRF, STRK, and STRD will follow with a Jan. 1 record date and Jan. 4 payment. After that, every calendar day will be a record date, with payment on the next business day.
