The administration's Head Start proposal would allow more children and fewer adults in infant classrooms in 15 states and toddler classrooms in as many as 48 states, removing safeguards on adult:child ratios & group sizes.
Just 4 states, or 8%, have child licensing ratio requirements equivalent to those of Head Start for two-year-olds, and only 3 states (6%) meet ratio standards for two-and-a-half-year-olds.
