The CFTC continues to blaze the path of innovation - expanding the opportunity set for builders in the USA.

Today, equity perps can begin trading for the first time on @CFTC registered exchanges.
This move reflects my commitment to ensuring that America’s markets remain the most innovative, liquid, and well-regulated in the world. Instead of being forced to turn to offshore, unregulated venues to access equity perpetual futures, Americans may now access equity perps on CFTC-regulated markets subject to robust safeguards.
I appreciate the continued partnership of @SECGov and @SECPaulSAtkins as we work to further harmonize our agencies' regulatory initiatives.

In the case of Lighter:
1. All data is verifiable - you don't have to trust the operator. Withdraw your funds via escape hatch if Lighter stops operating. There are CLOBs for other products like spot/options where realtime settlement makes a difference, and it is synergistic via portfolio margin
2. Lighter can trivially offer privacy to traders by encrypting data (with the trader's public key) before it's posted to Ethereum. This does not affect the escape hatch. Position level privacy can be mandatory, opt-in, or opt-out. Trades, volume and open interest can remain public, verifiable info while individual trader positions remain hidden
3. No priority fees on Lighter.
4. Combining onshore/offshore orderbooks is technically possible but that's up to the regulators.
5. Lighter matching engine is centralized and highly performant. There is no tradeoff between speed and security. If there is inefficiency, it is the cost of generating and publishing proofs of correct execution, which is low and continuing to drop quickly.
Further to my post about @NYSE working to bring @HyperliquidX onshore, major credit to @ChairmanSelig and the Trump administration for making all of this experimentation possible.
There’s only one way of finding out if something is useful to the marketplace and I’m excited for us to find out. I do have some questions:
1. What is the benefit of trading perps on-chain on a regulated exchange? Isn’t the main benefit of trading on-chain to operate in a trustless (aka non-kyc’d) environment in order to minimize friction, and/or to be able to enter into atomic transactions in order to receive what you are buying in realtime? Since a perp is not an asset, that obviously isn’t helpful.
2. @standuquesne - are you aware that if you trade on Hyperliquid, the world will be able to track your positions and trades in real time? Do you see that as a benefit?
3. Hyperliquid has priority fees - a mechanism that enables market participants to pay to see information first, or even prioritize orders in front of the queue. Is this consistent with CFTC core principles?
4. Will it be possible to combine the liquidity of the offshore order-book with the onshore order-book?
5. If not, wouldn’t it be better to list perps in a traditional (centralized) order-book on a regulated exchange and not have the inefficiencies that on-chain matching introduces?
“It’s almost like how Nvidia chips are customized for specific operations in AI. We have ZK circuits that are customized for finance.”
“We can spin up any market on chain with an order book, in the same low-latency and low-cost regime as TradFi, while being verifiable, secure and composable.”

Most of finance is going to move on chain, according to @Lighter_xyz founder @vnovakovski
At @token2049 the @DecypherPodcast sat down with the Lighter team to chat about the company's origins, biggest obstacle, and ultimate potential.

Looks like Lighter is adding SPAN-style portfolio margin, set to launch with vanilla options
Today Lighter calculates each position's margin on its own and adds them up. On the Q3 investor call, @vnovakovski said the new engine looks at spot, perps and options on the same asset together and asks "what the worst realistic loss would be if the market moved sharply." It revalues the book across moves in price and implied vol. That's the logic of SPAN, the method CME uses for futures and options
Without portfolio margin, an options market maker posts margin on both legs: the options it sells, as if they were naked, and the perps that hedge them. Margined together, the two legs have a smaller worst case, and as Vlad put it, a smaller worst case means less margin. The market maker could then quote tighter and deeper, and a trader buying a single call gets those quotes too
For a regular trader this would make hedging pay. Selling calls on ETH you already hold stops tying up margin like a naked short. Buying a put under a long perp lowers your margin and moves your liquidation further away, instead of only costing premium
Institutions compare venues on how much capital a book ties up there. At CME, options desks are already margined on scenarios, and Vlad said professional trading shops run options books this way. On a venue that margins every leg alone, the same hedged book ties up several times the capital, so a desk keeps its size elsewhere. With SPAN-style margin, Lighter would charge a book for the risk it actually carries, the way CME does, and that's what it would take for the firms that dominate options to trade there once Lighter is live in the US
