نئے صوبوں کی تشکیل کے لیے صوبائی اسمبلی کی دو تہائی اکثریت کی شرط آئینی ترمیم کے ذریعے ختم کی جا سکتی ہے، تاہم اس کے لیے قومی اسمبلی اور سینیٹ میں الگ الگ دو تہائی اکثریت ضروری ہوگی۔ پیپلز پارٹی کی مخالفت کے باعث سیاسی مشکلات برقرار رہیں گی، البتہ تحریک انصاف کی حمایت سے صورتِ حال بدل سکتی ہے، صدر پلڈاٹ احمد بلال محبوب

اگر حکومت کا مقصد صرف گورننس بہتر بنانا اور اختیارات عوام تک منتقل کرنا ہے تو اس کے لیے نئے صوبے بنانے کے بجائے مقامی حکومتوں کو آئینی تحفظ اور اختیارات دیے جا سکتے ہیں۔
نئے صوبوں کی تشکیل کا معاملہ اختیارات کی منتقلی سے کہیں زیادہ بڑا ہے اور اس کے مقاصد محض گورننس کی بہتری تک محدود دکھائی نہیں دیتے۔ صدر پلڈاٹ احمد بلال محبوب

پاکستان میں نئے صوبوں کی تشکیل انتظامی یا لسانی بنیادوں پر کی جا سکتی ہے، کیونکہ لسانی شناخت کوئی منفی چیز نہیں۔
بھارت میں لسانی بنیادوں پر ریاستوں کی تشکیل سے وفاق کمزور نہیں ہوا۔ سندھ، پنجاب اور کے پی میں الگ صوبوں کے مطالبات موجود ہیں، تاہم کوئی بھی فیصلہ انتہائی سوچ بچار کے بعد ہونا چاہیے، بانی صدر پلڈاٹ احمد بلال محبوب

مقامی حکومتوں کو بااختیار بنانے کے لیے آئین میں ان کی تشکیل، اختیارات اور وسائل کی تقسیم کا واضح طریقہ کار طے کرنا ضروری ہے۔ صوبائی حکومتیں اختیارات اپنے پاس رکھنا چاہتی ہیں، اس لیے آئینی ترمیم کے ذریعے انہیں مقامی حکومتوں کو اختیارات منتقل کرنے کا پابند بنانا ہوگا، بانی صدر پلڈاٹ احمد بلال محبوب

پاکستان کی معاشی صورتحال نئے صوبوں کے بھاری اخراجات برداشت کرنے کی متحمل نہیں ہو سکتی۔ نئے صوبے بنانے کے بجائے پہلے مقامی حکومتوں کو بااختیار بنایا جائے اور ترقیاتی فنڈز کا 30 سے 35 فیصد انہیں منتقل کیا جائے۔ نئے صوبے بن بھی جائیں تو عوامی مسائل کے حل کے لیے مضبوط بلدیاتی نظام ناگزیر ہوگا، صدر پلڈاٹ احمد بلال محبوب

پاکستان میں نئے صوبوں کی تشکیل کے لیے دو تجاویز زیرِ بحث ہیں۔ پہلی تجویز قیامِ پاکستان کے بعد موجود 12 ڈویژنز کی بنیاد پر 12 صوبے بنانے کی ہے، جبکہ دوسری تجویز موجودہ انتظامی ڈویژنز کی بنیاد پر 33 صوبے قائم کرنے کی ہے، صدر پلڈاٹ احمد بلال محبوب

نئے صوبے ایک ہی وقت میں قائم کیے جائیں گے، کیونکہ ایک ہی معیار کا اطلاق بعض صوبوں پر کرنا اور دیگر کو اس سے مستثنیٰ رکھنا مناسب نہیں ہوگا۔
نئے صوبوں کی تشکیل کی تحریک کا ایک بنیادی ہدف سندھ بھی رہا ہے، اس لیے اگر سندھ میں نئے صوبے نہیں بنتے تو دوسرے صوبوں میں نئے صوبے بنانے سے شاید اس تجویز کے اصل مقاصد پورے نہ ہوں۔ صدر پلڈاٹ احمد بلال محبوب
