Yesterday, @AUL released our 2026 Life List Scoreboard alongside our Annual State Policy Report, which ranks states according to the strength of their pro-life policies.

We look at protections for life from conception to natural death, not just abortion. It scores existing laws and policies on abortion, legal recognition of preborn children, bioethics, assisted suicide and end-of-life care, healthcare conscience rights, plus a state’s life-affirming cultural and political landscape and legislative momentum.
The top 5 most pro-life states (Arkansas, Louisiana, Oklahoma, Indiana, Tennessee) share strong, consistent protections across the full spectrum. All have near-total restrictions on abortion, penalties focused on providers, support for pregnancy centers and maternal health, and prohibitions on physician-assisted suicide.
Arkansas has led for 7 years through sustained pro-life legislation and leadership.
The top 5 least pro-life states (Oregon, Vermont, New Jersey, Hawaii, Washington) stand out for the opposite approach. Abortion is broadly legal with few or no gestational limits, and all have legalized assisted suicide laws.

In determining ranking, we factor all bioethical issues from conception to natural death, not just abortion.
In a record-setting 6th year, Arkansas takes the top of the list, earning its place as the most pro-life state, passing at least 65 pro-life measures since 2011!
