The Kuwait News Agency (KUNA) reported that Cairo, Egypt, hosted the 10th Arab Media Excellence Awards ceremony on Wednesday, November 4, 2026, at the headquarters of the League of Arab States. Held under Kuwait's patronage, the ceremony brought together senior officials and prominent media figures from across the Arab world.
According to KUNA, Morocco distinguished itself during this edition, winning the Best Radio Production Award for the program The Young Journalist. Moroccan journalist Wafaa Belalaoui also received the Best Opinion Article Award for her work examining artificial intelligence in newsrooms and the ethical challenges associated with its growing use.
Regarding individual distinctions, the agency reported that Moroccan media professional Driss Bousserhane was among the personalities honored, alongside prominent media and cultural figures from Egypt, Bahrain, and other Arab countries.
At the institutional level, KUNA highlighted the recognition of Morocco's Higher Institute of Information and Communication (ISIC), alongside Egypt's Al-Qahera News and Al-Ahram Foundation, Naif Arab University for Security Sciences, the Arab States Broadcasting Union, and the Arab Satellite Broadcasting Authority.

🔴🟢||▪︎ The Final Word? UN Circulates US Draft Resolution on the Moroccan Sahara as Resolution 2797 Remains the Security Council’s Latest Adopted Decision Despite Russian Veto
The United Nations has officially circulated the US-sponsored draft resolution on the Moroccan Sahara, designated S/2026/868 and dated October 30, 2026. The draft received the support of 11 Security Council members but failed to pass following Russia’s veto, with three members abstaining.
The publication of the document in the UN’s official records confirms its status as a formally circulated UN document. However, this does not constitute its adoption as a legally binding Security Council resolution.
Consequently, Resolution 2797 (2025) remains the latest Security Council resolution adopted on the Moroccan Sahara, following the failure to adopt a new resolution at the October 30, 2026 meeting.
Resolution 2797 is particularly significant for establishing Morocco’s autonomy proposal as the basis for political negotiations and recognizing genuine autonomy as one of the most feasible solutions to the dispute.
From an international legal perspective, Russia’s veto does not invalidate previously adopted resolutions. Likewise, the expiration of MINURSO’s mandate does not automatically nullify the political principles and negotiating framework established by Resolution 2797.
Resolution 2797 therefore remains the Security Council’s most recent formally adopted reference on the Moroccan Sahara, despite the diplomatic deadlock surrounding the October 2026 vote.

🔴🟢||▪︎ The Era of Blackmailing Morocco Is Over: A New Era of Sovereignty and Strategic Resolve Has Begun
The era of political and diplomatic blackmail is over. So, too, is the belief that Morocco can be pressured or coerced into compromising its sovereignty and territorial integrity, or that its economic and security partnerships can be exploited to extract concessions affecting its vital national interests.
Under the leadership of His Majesty King Mohammed VI, Morocco has entered a new strategic phase defined by clarity of purpose, independence in sovereign decision-making, and the diversification of international partnerships based on mutual respect and shared interests.
Morocco is no longer a country that can be approached through intimidation, political pressure, or diplomatic bargaining. Today, the Kingdom commands significant geostrategic influence, possesses an increasingly open and diversified economy, maintains an extensive network of international partnerships, and relies on institutions capable of safeguarding its national interests.
His Majesty King Mohammed VI has clearly established the guiding principle of Morocco's international relations by declaring that the Sahara issue is the lens through which Morocco views the world and the benchmark against which it assesses the sincerity of friendships and the effectiveness of partnerships.
From this perspective, Moroccan sovereignty is not negotiable, territorial integrity is not a bargaining chip among international powers, and economic or security cooperation does not entitle any foreign actor to interfere in the Kingdom's sovereign decisions.
Morocco remains open to cooperation with all international partners. However, it will not accept blackmail from any party, regardless of its political or economic influence or its position within the international system.
Those who seek genuine partnership will find Morocco a reliable and credible partner. Those who choose coercion and blackmail must reconsider their calculations.
Morocco does not seek confrontation, but neither will it submit to external pressure. It will not compromise its sovereignty or allow its strategic interests to become instruments of political leverage.
The Kingdom's approach reflects a broader transformation in its geopolitical positioning: an increasingly assertive foreign policy rooted in sovereign decision-making, strategic autonomy, diversified alliances, and the defense of its fundamental national interests.
The era of blackmail is over. The era of a Morocco that makes its own decisions, negotiates on equal terms, and engages with the world from a position of sovereignty, dignity, and mutual respect has begun.

🔴🟢||▪︎ To Hugh Lovatt: Morocco’s Sovereignty Is Not a Bargaining Chip
✍️ By Najib Addadi
Hugh Lovatt, your article published by ECFR on 4 November raises questions about evidence, consistency and the purpose of European pressure on Morocco.
You acknowledge Algeria as the Polisario Front’s principal military backer, yet recommend threatening cooperation with Rabat while maintaining constructive engagement with Algiers. Why does your proposed framework not apply comparable scrutiny and pressure to all actors capable of escalation?
You also move from a hypothetical Moroccan military advance to recommendations for coercive measures. Possibility is not proof of intent. Even verified military reinforcements would require contextual analysis before conclusions about offensive objectives could be justified.
Your proposed “third way” between independence and Moroccan sovereignty needs a clear legal framework, institutional arrangements and credible implementation guarantees. A label alone cannot establish a workable settlement.
ECFR makes clear that publications express their authors’ views. Your recommendations are yours; they do not constitute an official European position.
From a Moroccan perspective, conditioning partnerships on sovereign concessions amounts to political blackmail. Cooperation rests on mutual interests and respect.

🔴🟢||▪︎ Electoral Earthquake in the United States: Democrats Wrest Control of Congress from Republicans, Ushering in a New Era for the Economy and Global Markets
The U.S. midterm elections, held on Tuesday, November 3, 2026, delivered a major political shift as Democrats captured majorities in both the Senate and the House of Representatives, dealing a significant electoral setback to President Donald Trump’s administration.
Democrats made striking gains in traditionally Republican states, notably Texas, Kansas, Iowa and South Carolina. They also secured victories in several gubernatorial races, while counting continued in some individual contests.
On the economic front, the results reverberated across global markets. U.S. equities and stock index futures declined, the dollar weakened, and demand for gold increased as investors moved toward safe-haven assets.
Investors increasingly questioned the outlook for tax policy, federal spending, and the regulation of technology companies, artificial intelligence and cryptocurrencies amid the shifting balance of power in Congress.
Politically, the results set the stage for divided government, giving Democrats greater power to scrutinize the administration, block parts of its legislative agenda and challenge senior appointments.
From a strategic perspective, these results do not imply an immediate shift in U.S. foreign policy. They do, however, narrow President Trump’s legislative room for maneuver and increase the likelihood of confrontations over the federal budget, tariffs, defense spending and economic policy. Political stability in Washington will consequently remain an influential factor shaping the global economic outlook and international financial markets.

🔴🟢||▪︎ Morocco Honors Intellectual Achievement and Knowledge, Not Political Spectacle and Empty Showmanship
Morocco welcomes Boualem Sansal as an intellectual and novelist with a distinguished literary career and a substantial body of published works, whose contributions can enrich academic debate and intellectual exchange with university students.
By contrast, certain politically driven regimes host individuals presented as representatives of the so-called “Rif Party” or as descendants of Nelson Mandela, allegedly providing them with substantial financial support in exchange for political activities targeting neighboring countries.
The distinction between investing in knowledge and using financial resources to stage political spectacles reflects fundamentally different priorities and strategic objectives.

🔴🟢||▪︎ From London: British Media Examine a New Chapter in the Moroccan Sahara and Morocco’s Growing Strategic Influence
Leading British media outlets have focused on the latest diplomatic and security developments in the Moroccan Sahara following the expiration of MINURSO’s mandate and the US–Russia confrontation at the UN Security Council.
Financial Times highlighted the risks of military escalation and regional instability in the absence of UN monitoring mechanisms, while noting Morocco’s commitment to its autonomy proposal and the ceasefire.
BBC examined how the diplomatic confrontation triggered celebrations across Morocco, describing the end of the decades-long UN mission as a significant turning point.
The Independent reported on the termination of MINURSO’s operations and the contrasting reactions from Morocco, Algeria, and the Polisario Front.
Reuters addressed humanitarian challenges in the Tindouf camps, including dependence on international assistance and disputes over population figures.
Meanwhile, British government trade figures highlighted bilateral trade worth £4.6 billion and potential UK financing of up to £5 billion for strategic infrastructure projects.
Strategic Assessment: British coverage increasingly portrays Morocco not merely through the Sahara dispute, but as a pivotal geopolitical and economic actor connecting Africa, Europe, and the Atlantic.
The emerging landscape presents opportunities for Rabat to consolidate diplomatic gains, strengthen regional stability, and expand its international partnerships.

🔴🟢||▪︎ Russian Media Spotlight Morocco’s Strategic Transformation, Highlighting Its Economic, Military and Diplomatic Partnerships and Growing Role in Africa
Leading Russian media outlets, including the state news agency TASS, Interfax, and the newspapers Kommersant and Vedomosti, have reported in recent weeks on significant developments in Morocco’s diplomatic, economic, security, military, and tourism sectors, reflecting growing Russian interest in the Kingdom’s strategic position and its expanding regional and international partnerships.
On the diplomatic front, TASS reported in early November that Morocco was moving toward reassessing its approach to the Moroccan Sahara issue following Russia’s veto of the US-sponsored draft resolution at the United Nations Security Council. The agency cited statements by Moroccan Foreign Minister Nasser Bourita, who confirmed that Moscow had informed Rabat of its position in advance and that recent developments marked the beginning of a new phase in managing the dispute.
TASS also highlighted the continuation of political dialogue between the two countries, referring to discussions between Russian Foreign Minister Sergey Lavrov and his Moroccan counterpart, Nasser Bourita, concerning bilateral relations and coordination on regional and international issues.
On the economic front, TASS reported that bilateral trade had reached approximately $630 million in the preceding year, according to the figures it cited, while Moroccan exports to the Russian market had increased by 18%.
Meanwhile, Vedomosti emphasized Morocco’s importance among Russia’s and the Eurasian Economic Union’s African trading partners, highlighting opportunities for cooperation in energy, agriculture, technology, logistics, and food security.
In the agricultural sector, the newspaper covered cooperation initiatives announced by the Russian company Shchelkovo Agrohim involving Morocco and other African countries, as part of broader efforts to expand partnerships in agricultural technologies and farming inputs.
In the military and security sphere, TASS and Kommersant covered Spanish media reports concerning movements of the Royal Moroccan Navy in waters surrounding the occupied Moroccan city of Ceuta. The Russian outlets attributed these reports to Spanish sources, without presenting independent official confirmation from Moroccan authorities.
Vedomosti also examined the expansion of Russian military and technical cooperation with African countries, citing statements by President Vladimir Putin concerning military cooperation agreements with several African states. However, no new Moroccan-Russian defense agreement was announced.
In the tourism sector, Interfax reported that Russian demand for travel to Morocco had increased between twofold and fourfold since the beginning of 2026, drawing on information provided by Russian tourism industry professionals. The agency highlighted the contribution of resumed direct flights to strengthening tourism exchanges.
Kommersant similarly reported growing interest among Russian tourists in Morocco, particularly following improvements in air connectivity and the expansion of travel packages targeting the Russian market.
TASS also covered Moroccan initiatives aimed at strengthening international cooperation on migration management, while Vedomosti highlighted Casablanca’s role as a venue for diplomatic consultations among experts representing the five recognized nuclear-weapon states, reflecting Morocco’s presence in international dialogue and diplomatic engagement.

🔴🟢||▪︎ Chinese Media Spotlight Morocco’s Diplomatic and Economic Transformation, Highlighting the Strategic Importance of Nador West Med Port
Chinese media outlets have closely followed Morocco’s recent diplomatic and economic developments, highlighting the Moroccan Sahara issue, expanding Chinese investment, and the Kingdom’s major transformation in maritime infrastructure, logistics, and industrial development.
On the diplomatic front, China’s Xinhua News Agency covered the United Nations Security Council meeting held on October 30, 2026, reporting the failure to adopt both the American and Russian draft resolutions concerning the extension of MINURSO’s mandate. The agency also reported remarks by China’s Permanent Representative to the United Nations, Fu Cong, who criticized the rushed vote on the American draft and reaffirmed Beijing’s commitment to a negotiated political settlement.
Economically, Xinhua highlighted the accelerating development of the Morocco–China strategic partnership, particularly the Mohammed VI Tangier Tech City project, which has secured agreements with 42 companies, including 34 Chinese enterprises, representing approximately $3.5 billion in planned investment. The project reflects growing Chinese interest in advanced manufacturing, emerging technologies, and clean energy industries.
Meanwhile, the Chinese newspaper Global Times examined expanding industrial cooperation between Morocco and China, emphasizing opportunities created by the Belt and Road Initiative to strengthen bilateral investment, industrial integration, and trade connectivity.
On November 3, 2026, the Chinese financial platform Tonghuashun, citing information published on the Chinese Ministry of Commerce’s website, reported on the launch of operations at the eastern container terminal of Nador West Med Port, inaugurated by His Royal Highness Crown Prince Moulay El Hassan.
The report highlighted the terminal’s annual handling capacity of 3.5 million TEUs and its strategic role in strengthening maritime connectivity between Morocco, Europe, and Asia.
Taken together, these reports illustrate growing Chinese attention to Morocco’s strategic transformation, extending well beyond traditional commercial exchanges to encompass the Kingdom’s expanding role in global supply chains, advanced manufacturing, maritime logistics, and energy infrastructure.
From a geoeconomic perspective, this evolving interest reflects Morocco’s emergence as a major industrial and logistics platform connecting African, European, and Asian markets.
It also underscores the Kingdom’s increasing strategic relevance within China’s broader economic engagement with Africa and the Mediterranean region, particularly as international competition intensifies over maritime trade corridors, industrial supply chains, and access to emerging markets.

The report also suggests that Morocco may reconsider its planned upgrade of 23 existing F-16 Block 52+ aircraft to the F-16V standard, potentially prioritizing safety improvements instead.

Building on their established security partnership and Morocco’s contribution to securing the 2022 FIFA World Cup in Qatar, both countries have valuable operational experience to share.
From a strategic perspective, this cooperation could become increasingly significant as Morocco prepares to co-host the 2030 FIFA World Cup alongside Spain and Portugal.
The meeting also highlights Morocco’s expanding role as a regional security partner, capable of connecting intelligence cooperation, preventive security, and international coordination to strengthen collective stability.

🔴🟢||▪︎Juan Jesús Vivas Launches Serious Accusations Against Morocco Without Presenting Conclusive Evidence
Juan Jesús Vivas, President of the Government of the Moroccan city of Ceuta under Spanish administration, has escalated his criticism of Morocco, accusing Rabat of orchestrating the entry of approximately 100,000 people into the city in late July 2026, without presenting conclusive public evidence establishing the Moroccan state's involvement.
According to Spain's EFE news agency, on Tuesday, November 3, 2026, Vivas also accused the Spanish government of yielding to Moroccan pressure.
Strategic Analysis:
Vivas's statements reflect the continued politicization of migration within Spain's domestic political landscape, where allegations increasingly serve as instruments of political pressure against Rabat.
However, Vivas blurs the distinction between defending his political position and making serious accusations without substantiated evidence, overlooking the Spanish Prime Minister's previous acknowledgment that there was no evidence establishing Morocco's involvement.
From a Moroccan perspective, inflammatory statements by a local political official cannot determine the future of Ceuta. Political mandates are temporary, while Morocco's longstanding sovereignty claims transcend individual officeholders and political positions.
The future of Ceuta cannot be settled through confrontational rhetoric, regardless of its intensity.
