More than 50,000 modern slavery referrals were made since 2021, yet only a fraction of that total have applied for compensation. A mere 133 victims. Under international law, survivors of modern slavery should be able to access compensation schemes for victims of crime.

Others said that a lack of transparency around the modern slavery victim care contract (MSVCC) meant they could not access vital information in their client's cases (such as witness statements). It was not clear how decisions were being made to withhold information
