ALT Understanding Storm Surge Flooding. Storm surge is destructive, life-threatening coastal flooding. It accounts for about half of the deaths associated with tropical cyclones in the U.S. To help you determine the best way to prepare, NOAA coastal flooding forecasts are expressed as feet of water above ground level.
