This article references one of Vitalik’s initial proposals to build smart contracts was to build metaprotocals on top of bitcoin to enable it to better handle the building of decentralized applications.
They’ve shown they have the technical chops to pull this off and way before Casey ever shipped code for the Runes protocol…
