Then what does "applying" mean? Does it mean when you leave the house, when you step into the building, when you say hello, when you introduce yourself, when you take possession of a form, when you fill out the form, when you sign the form, or when you turn it in?

Then it should be marriage fraud if they have before marriage without telling the man, or grounds for divorce after with no kind of spousal support, if she got it without his buy off.
Beyond that, the purposes of laws are to deal with a particular malfeasance. And so would not then the underlying matter they were trying to address was people submitting, formally, something false? So how do you get to an argument that mere speech being a crime? 2/2

And again, the question is how is a person to know what it means in the statute? It doesn't say when the 'formal' process starts.

The prosecutor filed charges DESPITE admitting that O'Keefe and his team had NO intent to vote and they didn't sign an oath vouching for anyone.
Basically, he was charged because he proved how easy it is for other people to defraud elections.
Any time voter ID requirements are removed, it creates an excuse to rig elections.

It's a sad truth.
And women are the reason we are going down this road.
