Four cars so far in my visit stopped at a non-functional dispenser then drove away. @ElectrifyAm is losing lots of sales and driver goodwill.

For most Hudson-crossers, a toll and a congestion surcharge are the same. It's only a question of amount. The real fight is into whose pocket it goes, PANYNJ or MTA. Address that competition.
