The Bills trading late 1sts which are coin flips to be great players, at best, should be treated different then random team X trading two 1s.
If you're the Titans or Eagles and you're already in rebuild mode, by taking on Joshua Palmer's salary you increase the asset you get back.
You do the Bills a favor by taking Palmer off their books, and in turn instead of a 4th you get a 3rd.
