When leaders of public and private organisations have the ability to see the impact of their governance activities in real-time; the dynamics of leadership changes.
Stakeholders trust leaders who hold themselves accountable.

DENIED BAIL | The Mokopane Magistrates’ Court has denied bail to Mogalakwena Local Municipality Municipal Manager Morris Maluleke (43).
Maluleke appeared in court on 16 October 2026 for his formal bail application. The application was opposed by Senior State Advocates Martin Molokwane and Netshianda, Advocates Muligi and Mutshaeni, and State Advocate Nzimande.
The State argued that Maluleke faces serious charges of fraud, corruption and money laundering. It further submitted that he may interfere with witnesses and ongoing investigations, and that his release on bail would not be in the interests of justice at this stage.
The court upheld the State’s submissions and denied Maluleke bail. He failed to discharge, on a balance of probabilities, the onus to show that he should be admitted to bail.
Maluleke was arrested on 7 October 2026, together with his company, Bona Cord Vulstasie, in connection with allegations of fraud, corruption and money laundering arising from a municipal fleet management contract.
The State alleges that Maluleke initially approved a fleet contract valued at approximately R4 million and later authorised payments totalling R24 million, allegedly resulting in substantial financial loss to the municipality.
The State further alleges that, in December 2022, Maluleke irregularly awarded a R24 million fleet tender to Fleetmove (Pty) Ltd without following the prescribed supply chain management processes. Although payments allegedly began in January 2023, services were only rendered between April and May 2023, after the municipality’s Legal Division threatened to terminate the contract.
The investigation also uncovered allegations that payments totalling R230 000, which the State believes were kickbacks, were made into an account linked to Maluleke through a company of which he is the sole director.
The matter has been postponed to 3 November 2026 for further investigation. Maluleke remains in custody.
The City of Tshwane @CityTshwane presently loses approximately 35% to 43.8% of its total water supply to physical leaks and infrastructure losses. It amounts to a monetary loss of between R1.7 billion and R2.2 billion per year. That’s between a third and almost half.
Key figures regarding water loss in Tshwane include:
Physical and Total Losses: As of late 2026, physical water losses stand at about 35.0%, while total water losses (including unbilled or non-revenue water) reach up to 43.8%.
Volume Lost: This translates to roughly 165.6 million kilolitres (billions of litres) of treated water lost every year.
Financial Cost: The annual monetary value of these water losses is estimated between R1.7 billion and R2.2 billion per year.
Infrastructure Age: Much of the city's pipe and water network is over 50 years old, driving high rates of pipe bursts and continuous leaks.
The cost of water lost to leaks in Tshwane is ultimately paid for by paying ratepayers and local consumers, though the burden is absorbed in different ways depending on where the leak occurs:
Paying Ratepayers (Via Tariffs): Because the City of Tshwane must buy bulk treated water from utilities like Rand Water, water that leaks out of public municipal mains still has to be paid for. To cover this multi-billion rand deficit, the municipality is forced to raise overall water tariffs. This means honest, paying residents indirectly subsidise the water that bleeds into the ground.
The Municipality (Via Reduced Budgets): The estimated R1.7 billion to R2.2 billion annual loss severely drains the city’s operational budget. As a result, money that should go toward improving roads, electricity, and parks is diverted to absorb the cost of wasted water, leading to a general decline in public service delivery.
The extreme strain on this infrastructure is heavily visible on the ground. In October 2026, severe system issues have led to consecutive crises, including a critical sewer line burst that contaminated water near the Finlay Reservoir, alongside massive chlorination supply failures that forced the complete shutdown of the Bronkhorstspruit Water Treatment Works.
Because the metro is losing nearly half of its water while asking residents to cut down on usage, the Department of Water and Sanitation recently mobilized a R500 million public-private investment drive (running from 2026 to 2031) specifically targeting the City of Tshwane to aggressively combat these non-revenue water losses.

Update on water restrictions affecting Garsfontein and Klapperkop systems.
These two reservoirs remain critically low as high water consumption continues to slow down recovery and resulting in limited supply to some areas.
We appeal to residents to use water sparingly to enable the full recovery of the reservoirs and ensure adequate supply to all areas. @CityTshwane
The words that must be used, "a governance failure by government & municipal authorities".
So, once again to clarify, "a governance failure".
When the #governance activities of municipalities cannot be seen by its residents, one can bet on "cover-ups" and no accountability.
How on earth did this one land that cushy job?
Why on earth is anyone still supporting this thing? Eh...Eh....Eh....Eh......Water and Sanitation MINISTER Pemmy Majodina says there is "no outbreak" of gastrointestinal illness in Bronkhorstspruit, east of Pretoria, as no severe cases have been recorded.
A total of 833 cases have been confirmed, including 328 involving children up to four years of age.

SA citizens are already heavily taxed, yet tone-deaf policymakers keep piling on the burden.
When #corruption persists and cost efficiencies remain elusive, citizens pay double through failing institutions and an escalating cost of living!

A government that fails its citizens should expect scrutiny, not demand silence.
Silencing and threatening critics won't fix inept leadership, neither fix broken systems.
Holding leadership accountable for SA's dysfunction is absolutely necessary.

11 days after South Africa's Minister of International Relations and Cooperation, Ronald Lamola, endorsed stripping the citizenship of members of civil society organisations and opposition parties who blow the whistle internationally about farm murders, race laws, and the threat of expropriation without compensation, the president floats the idea of censoring the same people online.
If you want to prove those accusing you of anti-democratic behaviour and persecution wrong, this is how you achieve the exact opposite.
Not surprising that leadership don't know this level of information.
It's the exact reason a digitised governance framework was built for use in organisations.
In order to make timely, informed decisions, it's imperative to have proper, reliable information at hand.

Huh? Anyways ... 😳
Paul Mashatile, in his car guard yellow vest: “We don’t know where the private water tankers get their water.”
This after their own plant pumped unchlorinated, sewage-laced water into taps for three weeks and 833 people, mostly little kids, got sick. Same crew that’s burned hundreds of millions on tankers while the infrastructure collapsed, then shows up for the cameras looking concerned.
You can’t make this level of failure up.
Consider your verdict...

Bank on circa 10 years to get Joburg back in shape!
#governance #leadership
I’m a young South African living in a broken Joburg, and I’m done settling for broken.
I’m voting DA on BOTH ballots. Not one for the DA and one for a “maybe”. Both.
Joburg doesn’t need a govt held together by backroom deals. Smaller parties that trade their votes for positions and personal gain don’t fix potholes, water outages, or blackouts - and that’s exactly what’s currently happening in Joburg.
I want a stable government that puts services first. Water that runs. Lights that stay on. Roads that get fixed. A city that works for everyone.
I don’t care about skin colour, background, or whose turn it is. I care about who will do the work!

A country’s decline is rarely sudden.
It follows when accountability weakens, institutions fail and warnings go unheeded.
Leadership must put national interests above ideology, protecting prosperity and future generations.

Let's ask the questions under the following catergories:
1. Administrative responsibility: The Bronkhorstspruit plant manager, if proven guilty, will likely be fired.
2. Political responsibility: Who'll be accountable and what are the consonsequences?

An excellent question posed by @markmywords
For as long as the public have no clear understanding of a state organisations' governance activities, with no independently assured and audited #governance reports - taxpayers will continue the bailouts.
It's an endless drain pit! – at Sir Lowry's Pass, South Africa
Again, South African taxpayers are exposed via Denel. National Treasury has provided guarantees of R660 million plus US$14 million (~R889–R891 million) — a contingent liability rather than an immediate cash transfer — so the state-owned defence company can meet obligations on secured contracts. This follows billions in earlier recapitalisations, while Denel continues to report operating losses, liquidity constraints and its ninth consecutive audit disclaimer. The MTBPS notes the principal fiscal risk remains Denel’s ability to stabilise without further support. How long will we let @GovernmentZA plunder our funds before it’s enough?

Governance made visible through digitised governance frameworks changes the game!
When "our people" understand how #corruption affects the economy -- and specifically how it impacts daily living -- then, perhaps, they'll begin to think and act differently.
Choices are important - they become easier when the benefits are clear.

OLIVER TAMBO LECTURE | Madlanga Commission chairperson Mbuyiseli Madlanga says: "Sadly, the reality is that corruption is so endemic and deeply embedded in the fabric of our society." He adds that if corruption and maladministration are allowed to go unchecked, they will pose a serious threat to South Africa's democratic state.

Let’s be honest , when ANC holds 40% any combination of political parties will keep ANC in power through coalitions.
Smaller parties become kingmakers which means even with their tiny percentage they can get ANC over the line to rule at National, provincial & municipal level.
Interestingly, MK & EFF are just factions that broke off from ANC a few years ago.
If ANC + MK+ EFF go into coalition we are back to square one like 1994
