China released the Progress Report on the AI Capacity-Building Action Plan for Good and for All at the 2026 Global Governance Forum (Xiong’ an). The report identifies access to technology as the starting point and independent development as the goal, stresses the importance of demand-driven approaches, joint consultation and co-development for project delivery, and calls for promoting openness and open source and advancing AI models, data, and talent in a coordinated manner.  Looking ahead, we welcome more countries to join the World Artificial Intelligence Cooperation Organization, to explore more pathways for international cooperation on AI capacity-building, and to promote global AI development for good and for all with concrete actions.

The 2026 Global Governance Forum opened in Xiongan, China, on Oct 23. President Xi Jinping sent a message to the forum, noting that with deficits in peace, development, security and governance growing, China put forward the Global Governance Initiative to promote a more just and equitable global governance system. China stands ready to work with all parties to uphold extensive consultation, joint contribution and shared benefits, and move toward a community with a shared future for humanity. Foreign Minister Wang Yi said the Initiative has become increasingly relevant one year after its launch, calling for joint efforts to uphold the UN's central role, enhance the representation and voice of the Global South, and improve governance rules in emerging fields.
