The warning that came first. The mother says Hubbard shot into the home days earlier, that the family filed a report, and that detectives didn't reach out until Friday. Eight officers responded Saturday evening and searched until at least 10 p.m. The gunman returned and killed Tidwell less than an hour later. The question: what does a filed police report actually buy you, and who answers for the gap?
