Russian diesel production recovered to approximately 225,000 metric tons daily, with an estimated 80,000 tons potentially available for export. This is not a theoretical consequence. It is a measurable recovery in Russian energy production. For months, Ukrainian strikes disrupted Russian refining, contributed to domestic fuel shortages, and forced Moscow to restrict petroleum exports. Then Washington intervened. Trump pressured Zelenskyy to halt refinery strikes, announced an energy ceasefire, and arranged a diesel agreement with Moscow. What happened next? Russian refinery operations recovered. Diesel production increased. Export capacity began returning. Meanwhile, Russia continued attacking Ukrainian energy infrastructure. THE STRATEGIC IMPLICATION IS UNAVOIDABLE: Unilateral Ukrainian restraint has provided Moscow with economic breathing room without securing equivalent Russian restraint. Putin publicly minimizes the damage caused by Ukrainian attacks. But the speed of Russia's recovery following their interruption demonstrates how consequential that pressure had become. This raises a serious question: Is Moscow's economic vulnerability considerably greater than the Kremlin is prepared to acknowledge? THE POLICY REQUIREMENT 1. END UNILATERAL ENERGY RESTRAINT. Any ceasefire covering energy infrastructure must be reciprocal, independently monitored, and enforceable. 2. PRESERVE UKRAINE'S NEGOTIATING LEVERAGE. Washington must not demand Ukrainian concessions without requiring corresponding, verifiable Russian commitments. 3. RESTORE ECONOMIC PRESSURE THROUGH SANCTIONS. Europe and its partners should close energy-trade loopholes, tighten enforcement, and prevent new export revenue from undermining pressure on Moscow. 4. REQUIRE RECIPROCITY BEFORE RELIEF. No further sanctions relaxation or commercial normalization should precede measurable Russian compliance. 5. MEASURE RESULTS, NOT PROMISES. Monitor Russian refinery throughput, diesel exports, sanctions revenue, attacks on Ukrainian infrastructure, and actual Russian concessions.
