Blue wave is coming.

During the Cold War the CIA supported anti-Soviet Ukrainian nationalist groups that were strongest in western Ukraine. The main effort was called Project AERODYNAMIC. It began around 1948–1949. The CIA’s main partner was the Foreign Representation of the Ukrainian Supreme Liberation Council (ZP/UHVR). This group was linked to the Organization of Ukrainian Nationalists (OUN) and the Ukrainian Insurgent Army (UPA). These organizations had their strongest base in western Ukraine, especially Galicia and Volhynia, where anti-Soviet resistance continued after World War II. The CIA provided money, training, radio equipment, and other supplies. Between 1949 and 1953 it also parachuted agents into western Ukraine. Their task was to gather intelligence and make contact with local partisans who were still fighting Soviet rule. Most of these early missions failed. Soviet security forces captured or killed nearly all the agents who were sent in. After the mid-1950s the project shifted. It focused more on propaganda, publishing, and intelligence work among Ukrainian émigrés in the West. Parts of this cooperation continued for decades. Western Ukraine had a long history of resistance to both Polish and Soviet rule. The OUN and UPA fought Nazi Germany and the Soviet Union at different times. Some of their leaders collaborated with the Germans early in the war. The CIA, like other Western intelligence services, still worked with these anti-communist groups even though their wartime record was complicated. In some periods the CIA preferred the more moderate wing of the Ukrainian nationalists over the hardline Bandera faction. After Ukraine became independent in 1991, and especially after 2014, the CIA’s relationship changed. It began training and cooperating with Ukraine’s official intelligence services against Russia. This was support for the Ukrainian state as a whole, not for the old nationalist underground groups from western Ukraine.
