JUST IN: The full bench of the 9th Circuit has restored Judge Trina Thompson's order that barred the Justice Department from coercing state elction officials with threats of prosecution.
A 2-1 panel ruling halting Thompson's order is no longer in effect.

The Trump administration is preparing to deport at least 150 Afghans over the next 48 hours, first to Pakistan and then to Taliban-controlled Afghanistan.
Many of those facing deportation are relatives of those who worked alongside the United States. They could face severe retaliation from the Taliban upon their return.

UPDATE: They found human remains at Organ Pipe, in the dirt Trump's wall contractors tore up.
ProPublica reports a park service archaeologist found Native American remains near the base of a saguaro that was still standing. On Sept. 8. Nobody was told until now.
A University of Arizona curator says the remains appear to be cremated, from about 1,500 years ago.
Lorraine Eiler, an 89-year-old Hia-Ced O'odham elder, warned them in August. "People used to live here." "They're going to find remains wherever they dig."
Tohono O'odham Chairman Verlon Jose says discoveries like this are "a wound to the heart."
They were warned. But that didn’t stop them.

Trump's second border wall is going up through Organ Pipe Cactus National Monument, and they're ripping out sacred saguaros to build it. 🌵
This video from Russ McSpadden of the Center for Biological Diversity shows saguaros on the ground next to the bollards for the new wall. It shows thousands of saguaros have been removed, along with ocotillo and all kinds of other plants and vegetation.
The Tohono O'odham call the saguaro ha:şañ. In their custom, saguaros are considered people. Removing one isn't just destroying a plant, it's considered an act of violence against a person.
These creatures grow about an inch in their first eight years. They don't flower until 35. They don't grow an arm for 50 to 70 years. They live 150 years or more.
And they provide homes for other critters. Gila woodpeckers carve nests into saguaros, and elf owls, kestrels and purple martins move in after.
And "just transplant them" doesn't always work. An NPS official told federal auditors that as many as half didn't survive the move. In 2020, thousands were removed for the first 30-foot wall. Some were transplanted. Most didn't survive. Now the survivors are being torn out again. McSpadden: "The few that did survive are being transplanted again, so exponentially less chance of survival for those saguaros."
And thousands more are slated to be ripped out of the Tohono O'odham Nation's own land. The Nation says Border Patrol told them it's happening. Chairman Verlon Jose: "Trespassing on our land to remove the sacred saguaros is like having masked men break into your house and take away your children."
So the Nation went to court to stop it, including an emergency request to the D.C. Circuit Court of Appeals. A federal judge has refused to block the wall and the removal of the saguaros.
Removing a saguaro without a permit is illegal in Arizona. But last November, DHS waived legal requirements there to speed up wall construction.

The death toll from Russia’s horrific terrorist attack on a school in Komyshuvakha, Zaporizhzhia Oblast, has risen to 24, including two rescue workers and four police officers.
Russian forces carried out a second strike during the emergency response, killing rescuers Denys Konovalenko and Oleksii Sushchevskyi, both 44 years old.
Five others were injured, including two rescuers. Search and rescue operations continue.

An utterly horrific Russian attack on the settlement of Komyshuvakha in the Zaporizhzhia region. Since this morning, the settlement has been hit several times by aerial bombs. The strikes targeted a school used for humanitarian purposes – people were receiving humanitarian aid there. After the first aerial bomb strike, there was a double-tap strike with nine more bombs, specifically targeting the shelter where people were taking cover. Tragically, 18 people have already been reported killed. My condolences to their families and loved ones. Five people have been injured. A rescue operation is underway at the site, and the search for people continues. It is extremely difficult. Military forces, first responders, and special services are involved.
The Russians could not have been unaware that every week, local residents who had remained in Komyshuvakha received humanitarian aid at that very location. And this is further proof that Russia wants no de-escalation and no real justice. After the humanitarian operation in Oleshky, there was a moment when the next steps could have shown that progress toward peace was possible. With these killings, Russia is sending an entirely opposite signal: Russia is counting on more killings. There must be a response to this – a response from the world. A strong and tough response. A response to Russia. And support for Ukraine. We must protect lives. Thank you to everyone who is helping!

"But this footage recently released by Farm Transparency Project once again shows us otherwise.
"The investigation, captured in a town in my electorate, found a “horse dealer” killing ex-racehorses. Horses are chased and shot — some multiple times before they die. And then their bodies are sent off to become pet food.
"Some of these horses had won tens of thousands of dollars. But once their racing days were over, this is still how their lives ended.
"Thousands of horses are bred by the racing industry every single year. Many of them don’t make the cut. The names are only known of the winners, while the losers are easy to hide.
"And despite footage like this being exposed over and over again — one of the wealthiest industries in our state which continues to receive tax-payer funds still refuses to implement a meaningful retirement plan for the very animals they are responsible for.
"So on days like today, when pro-racing protagonists claim that those who oppose horse racing would be responsible for horse deaths if they got their way, remind them to take a look at what’s already happening under the industry’s watch.
"And ask them — where is the love they claim to have for horses when they’re no longer profitable?"
