Torture- 18 U.S.C. § 2340A - Torture committed outside the United States, meeting the statute's specific definitions and jurisdictional requirements. Hostage-taking- 18 U.S.C. § 1203-Seizing or detaining someone and threatening harm to compel a third party to act or refrain from acting.
