This actually doesn't happen all that often, mainly because you included "I want you to feel bad" and "you don't get to have closure".
You are specifically citing Herb, who had a unique case with Bojack. Everyone else in the show either just flat out forgives Bojack, or they tell Bojack that they can't forgive him until he takes responsibility for his actions and becomes a better person. Shoot, some of his best friends straight up tell Bojack that him feeling bad about what he did doesn't matter because his behavior doesn't change.
What people who haven't actually watched the show don't seem to understand is that throughout it, Bojack is forgiven way more times than he's chastised, but he constantly pushes his luck. The clips that go viral are the ones where the characters finally stop putting up with him, and often times, that's not even permanent as said characters wind up forgiving him again later down the line.
This recent discussion about the show is overshadowing the big point it makes, which is that people need to stop making excuses for themselves and take control over their lives, but since it involves "forgiveness", or lack thereof, people are zeroing in on that detail and misrepresenting the show's intentions.
I don't really care too much if people dislike the show or its messages. Shoot, I don't like some of the things it preaches, but it's really annoying how people who have no idea what the show is about are hating on it for something it didn't do.
BoJack Horseman: I-I'm sorry *sibilant sigh*
Other character: You CAN'T keep DOING this, BoJack It's NOT ok I'm NOT going to FORGIVE you I WANT you to FEEL BAD you DESERVE to FEEL BAD you don't GET to have CLOSURE OK? You just have to be SAD
BoJack Horseman: *looks sad*
How many times does this happen in the show?
When I was a baby, my mother left me on the couch to go do something.
My father then came in and sat besides me, causing the couch to spring me up and I fell on the ground.
I did NOT cry, my parents thought I died.
So anytime anyone jokes "were you dropped as a child?" I say yes
A not so funny one but kinda funny how it was handled:
In elementary school, I refused to eat the sandwiches I took from home for lunch. So I let them rot inside my backpack for weeks.
One day I tossed them out during recess and a teacher saw it. +

can we pls stop considering QPRs or heck, even friendships as "lesser" simply because they're not romantic?? your friendships & romantic relationship is supposed to be parallel, not hierarchical. i'm done w this anatonormative mindset of romantic partnership being the ultimatum

This scene is being used out of context (which is sadly very typical with Bojack Horseman these days).
It was not telling people they can't nor shouldn't forgive others. Anyone who actually watches the scene knows what's wrong, because Herb spells it all out.
The whole point is that Bojack's apology wasn't sincere, and there's no point in forgiving someone who doesn't regret what they did and isn't trying to change.
Bojack knew he had messed up the moment he stabbed Herb in the back and had two decades to reach out to Herb and possibly make things right, but he only apologized when Herb was on his deathbed because Bojack is a selfish coward. He won't put in the actual work or risk to be a good person, he just played one on TV.
Bojack was looking for closure because it would make him feel good, not because it was the right thing to do, and if he had the chance, he would likely stab Herb in the back again. In fact, Herb doesn't know this, but Bojack completely screwed over another character, one of his closest friends, right before coming to visit Herb, and immediately after he leaves, he kisses an engaged woman which betrays two more of his friends.
There's an argument to be made that the show has moments which justify and appeal to self-centered millennial mindsets, but this is not an example of that.
To be fair though, assuming Twitter's translation is correct, the OP tweet this is responding to does imply it's right to just forever resent people.
