Yes, Ana is talking about Sierra, the daughter of someone who received the super soldier serum. Reaper also took the serum and later had a son, so it's possible his son could have inherited similar enhanced abilities that Reaper is now taking an interest in.

Although if they end up going the "he was just power hungry when he hired moira, the serum worked fine" route it would also be cool seeing him have to work behind the scenes to keep interested parties (maybe even talon) away from his son, who is just like some normal dude
