What a load of BS! The mandate of the DPCI has statutory authority to investigate national priority offences, including serious corruption and commercial crime, regardless of the rank of the individual involved in whatever position they may hold. The DPCI may operate within the broader SAPS framework but the Hawks structure and mandate are intended to operate independently of undue command interference. The acting Minister of Police and his special advisor have applied their minds in the context of legal and command framework in considering Lt Gen Mkhwanazi for the role of National DPCI head.
Head of the Criminology and Criminal Justice department at the University of Limpopo, Professor Witness Maluleke says KwaZulu-Natal Police Commissioner Lieutenant General #NhlanhlaMkhwanazi reported offer of a top post within the Hawks should not be seen as a promotion. Maluleke says Mkhwanazi should instead be considered for the position of National Police Commissioner or Deputy National Police Commissioner, arguing that he has demonstrated his ability to investigate crime and supervise investigations. He says placing #Mkhwanazi in the Hawks would limit his authority, as he would have to report to other senior officials within the South African Police Service. Maluleke says the offer could possibly also be an attempt to sideline Mkhwanazi from ongoing investigations that involve senior individuals such as suspended Police Minister Senzo Mchunu, and former Crime Intelligence deputy head Major-General Feroz Khan. He says the country should therefore be concerned about how someone who has demonstrated the ability to investigate high level crimes, could be moved to a position that may prevent him from continuing with those investigations. When his own people in SAPS wouldn’t do it for him, he approached CI; when they wouldn’t do it, he approached Gauteng DPCI who went to the DPP for advice. This caused a huge rupture in his relationship with a certain former general in CI and problems for a brigadier in DPCI.

Agree 100% with this sentiment. We need decisive leadership at the Hawks. We need a leader not afraid to speak up and demand the Hawks proper share of the police budget (which currently only accounts for 2% compared to VIP Protection & Security Services which gets over 3%).
This is a no brainer in my opinion. The core mandate of the DPCI aka Hawks specifically targets serious organized crime, serious commercial crime, and serious corruption which includes organised criminal syndicates, high-profile government tender fraud, cash-in-transit robberies, cybercrime, and cross-border crimes. Lt Gen Mkhwanazi has proven himself: * as a no nonsense corruption buster when he blew the whistle on institutional corruption within the SAPS. * has a track record for his assertive intelligence-driven, and highly tactical frontline operations against powerful criminal networks, taxi violence, and extortion rackets. * earlier this year he was tasked with National Organized Crime Role overseeing a national crime-fighting project focused on organised crime across all nine provinces. The Hawks are in desperate need of an independent leader who holds no bars in the pursuit of organised crime that has gripped our country. I really hope cabinet approves @Prof_Cachalia memorandum. I really hope Lt Gen Mkhwanazi accepts this role.

Protection Orders are being used by bad actors to frustrate investigations against them. DA MP and chair of Parliament’s Police Oversight Committee has called for a parliamentary review of the Protection from Harassment Act. Chad Thomas from IRS also weighed in having been at the receiving end of vexatious Protection Orders: “The Act was introduced to protect vulnerable people from predators. Support this important appointment by Minister @Prof_Cachalia. I really wish the @PresidencyZA would make his police minster appointment permanent. The #ResetAgenda introduced by the Minister to reform the police is an important step towards restoring public confidence and trust. Read this interview with Gareth Newham (Special Advisor to the Minister of Police) published this weekend in @News24 and am filled with hope.
#PoliceMinistry [ACTING MINISTER OF POLICE TO SEEK CABINET CONCURRENCE FOR APPOINTMENT OF LT GENERAL NHLANHLA MKHWANAZI AS NATIONAL HEAD OF THE DPCI] The Acting Minister of Police, Mr Firoz Cachalia has, pursuant to the powers vested in him in terms of the South African Police Service Act 68 of 1995, initiated the process to appoint a National Head of the Directorate for Priority Crime Investigation (DPCI), commonly known as the #Hawks. In accordance with Section 17CA(1)–(3) of the Act, the appointment of the National Head of the DPCI is made by the Minister of Police, with the concurrence of Cabinet. The Act further provides for the reporting of the appointment to Parliament. The Acting Minister has submitted a Cabinet Memorandum seeking Cabinet’s concurrence for the appointment of Lieutenant General Nhlanhla Mkhwanazi as the National Head of the DPCI. The Memorandum will be presented at the earliest opportunity during a Cabinet sitting. The DPCI plays a critical role in South Africa’s fight against organised crime, corruption, and other serious priority offences. This is a priority for the Police Reset Agenda. The appointment of a National Head is important in ensuring strong leadership, strategic direction and operational effectiveness in addressing these crimes. ME saps.gov.za/newsroom/ms.php
