Some very sad news out of Stimson this week. I feel so lucky to have gotten to know Mat and learn from him, even if only for a little while. A true patriot, and a genuinely thoughtful and humane man, in all senses of the word. stimson.org/2026/stimson-cen…

There are two competing hypotheses about Russia's invasion of Ukraine. The first hypothesis is that the invasion was unprovoked, as Russia is another "Hitler" pursuing expansionism, and that the logical response of NATO is therefore to stop Russia and raise the costs. From this perspective, even diplomacy can be viewed as "appeasement." The second, competing hypothesis is that Russia responded to 30 years of NATO expansion, which it considers an existential threat, and thus considers itself to be fighting a defensive war. If the second hypothesis is correct, then NATO deepening its direct involvement and rejecting negotiations will only result in the destruction of Ukraine while taking further steps toward nuclear war. George Beebe, the former Director of Russia Analysis at the CIA, argues that the second hypothesis is clearly correct: Russia sees this as a war for its survival and therefore cannot back down. One does not need to agree with the analysis of Beebe, but this should really be at the center of the debate in the West, as our survival depends on it. My great concern is that we are not even permitted to discuss or debate these two competing hypotheses, because the narrative must be protected and all dissent is smeared as repeating Russian propaganda. youtu.be/HrgVTdBvSpI

“The Russians essentially have shown they have a veto over Ukraine’s economic reconstruction. That’s the bigger significance of Russia’s closure of the Odessa port complex.” My discussion with @Glenn_Diesen: youtu.be/2mXn8V_D1B8

Thrilled to see the America Last wing of the conservative movement oppose JD Vance. The disdain of Stephen Moore, AEI, and the Wall Street Journal editorial board shows we're right over the target! notus.org/2028-election/jd-v…

A week of wrong takes in left-wing media about the war. Here's a longer comment: Ukraine's strikes on Russia can indeed be said to be "based on science," on social science, in particular. There is indeed a significant section of the expert field on Russia which, in opposition to "decolonial" ethnonationalism that sees Russians as united by imperialist ideology, argues instead that Russians don't "really" support the war, win nothing from it, and that their attachment to the regime is shallow. Ukrainian strikes disrupting normal life for large sections of the population destroy any fragile basis for that support and will lead to a major political crisis, destabilizing the Russian state and opening the opportunity to win the war. If it isn't happening, we just need to wait a little longer for the grievances to accumulate. The uprising of the Russian working poor, suffering from an unbearable economic situation, was forecast to begin about now, or in a few months at most. An alternative explanation for why it isn't happening, against expectations, is that the basic premises of post-Soviet studies, formed on the basis of the "end of history" consensus, have proven wrong, and the field's consistent failure to predict any major development of the war reveals its growing intellectual crisis. Ukrainian strikes could be seen as a real-life experiment testing a range of fundamental assumptions underlying what we think we know about post-Soviet countries. Support for the Russian regime may be more real and material than assumed, and even where it is ideological, it may not be about imperialism at all. This is not to deny that the grievances of significant groups are real. The way from them to the "end of the regime" can, however, be much longer than assumed. One underestimated factor is the crisis of the US-centered order. Where it once could promise a better future to large sections of post-Soviet elites and populations, if only they broke with their "Soviet legacies" and post-Soviet dictators, fewer people now want to destabilize their countries. What for exactly?

Many assume Ukraine can be turned into a "steel porcupine," a "new Sparta," an East European variation of Israel, forever armed to the teeth against future Russian aggression. Russia's lockdown of the Ukrainian port of Odessa over the past month shows that vision to be delusional. responsiblestatecraft.org/od…

Most of Europe rejects such a discussion, labeling it (falsely) as appeasement. If we had applied that logic during the Cold War, the Helsinki process would never have happened. Strategic arms control would have been DOA.

If we refuse to talk with the Russians, we will eventually be at war with them. That would be a war everyone would lose.
