Citizens under no burden to prove innocence. Govt must prove guilt, but violation of UBC creates no evidence.

Laws are enforced on the basis of evidence. No way to know a given gun wasn't transferred with a BG check.
And tracing doesn't work in that direction. You have to know the FFL first. Now way to go backwards without suspect's help.
