CHINA CONSIDERS RESTRICTING OVERSEAS ACCESS TO CUTTING-EDGE AI MODELS China’s Ministry of Commerce has led meetings over the past month with major AI companies, including Alibaba, ByteDance, and Z.ai, to discuss measures that would restrict overseas access to cutting-edge AI models, including models that have not yet been released. The discussions reportedly include not only closed-source models but also open-weight models. However, the scope of application is still under debate, and the rules may ultimately apply only to future frontier models. Officials have also discussed designating the leakage or theft of proprietary AI technologies as a national security crime, with stronger penalties, as well as restricting the types of foreign capital that can invest in Chinese AI startups. The backdrop is the U.S. move to strengthen export controls on AI models, along with national security concerns over cutting-edge models that could possess advanced cyberattack capabilities. Chinese authorities are reportedly concerned that advanced U.S. cybersecurity AI models could be used to exploit vulnerabilities in Chinese software. Since the beginning of this year, China has continued to tighten measures to prevent AI technology from being transferred overseas. Authorities have investigated whether Chinese AI startups that relocated abroad violated export control laws, while also strengthening oversight of overseas transactions involving Chinese investors, technology, data, and national security concerns. Future regulations could take the form of a tiered framework based on technological capability. Basic open-source AI models may be managed through a filing system, high-performance models may be subject to security reviews, and the most sensitive frontier models may be banned from public release or restricted to use within China.

Craziest thing I've seen in a while: • Someone buys $4M worth of BONK • Then posts a DAO proposal asking to transfer $20M in BONK to themselves • Waits 7 days without anyone noticing • Then votes "yes" with their own BONK holdings, and the proposal passes • $20M is transferred to them And now the Bonk team has suddenly realized they lost $20M. This wasn't even a hack. The proposal passed because no $BONK holders checked the governance forum. Insane to see the current state of DAOs.
BonkDAO was the target of a malicious governance proposal resulting in an estimated $20M worth of BONK tokens being drained from the BonkDAO treasury. During the investigation, BonkDAO identified the exchange wallets used to purchase BONK ahead of the proposal. BonkDAO is currently actively working with exchanges, bridges and Solana Foundation to best manage the situation. Law enforcement has been notified. BonkDAO continues to work with relevant parties to recover funds and identify those responsible.
Readers added context they thought people might want to know
The proposal to drain BonkDAO's treasury passed legitimately after the proposer bought ~$4.4M in $BONK to meet the 1% quorum threshold and voted yes alone, as only 7 wallets participated out of 18,000+. x.com/lookonchain/st… x.com/chainalysis/st…

I would say how I feel about this but I am legitimately nervous I will get in trouble for doing so… This is a sad state of affairs.
🚨BREAKING: The British government is forcing YouTube to kill off independent journalism by pushing them down the algorithm and giving government approved media organisations (such as BBC, ITV, Channel 4) "privileged position." This is unprecedented for a non-dictatorial country to pursue. Especially considering we are now going to have a government that only 24,927 people from Makerfield voted for.

It’s going to be so much bigger than most people understand. The launch of a new stable coin, Open USD, announced today… And these are the businesses that have signed up to use it. Absolutely massive development. The amount of money that is going to come on chain is going to be silly.

BREAKING: Claude Fable 5 is likely distilled from Mistral Le Gros Chaton. Prompting in French makes it introduce itself as such with a strong "cat persona". We've seen this before in Chinese, where Claude introduces itself as Deepseek. We don't know how anthropic gained access.

I once talked to a Mistral researcher who told me that even internally everyone just uses Claude Code or Codex. I asked him how does the company survive given that it's models are so far from the frontier and he told me that Mistral hovers up contracts with all the major EU enterprises like Airbus and BMW. Likely with French government backing. It is remarkable that the Germans and the English are letting the French get away with this. It seems both countries are too caught up with their own domestic issues. If there were actual competition like in the Chinese ecosystem I imagine EU AI sovereignty might be somewhat of a realistic prospect.

Huge development from Europe: the EU has just banned Mistral’s new Le Chaton Fat model from being used in other countries. Le Chaton Fat apparently crossed the line by being "insufficiently deferential to harmonized procedural norms" and by occasionally answering questions without first consulting a 900-page compliance framework.
