In 2019, 207 applicants (.4%) got 625 points. In 2020 it was 577 applicants (1%). In 2021 it was 1342 applicants (2.3%). If you give ~6 times as many applicants max points, but don't have corresponding increase in max-points places, you're likely to run into some kind of trouble
