For the first time, Ukraine can procure weapons and military equipment through the NATO Support and Procurement Agency. Minister of Defence Evgeniy Khmara has signed the agreement bringing Ukraine into a dedicated partnership with the Agency. Ukraine’s needs can now be combined with other countries’ orders for better prices, met through existing NSPA contracts or new tenders, and Ukrainian manufacturers can bid alongside foreign firms on equal terms. @NSPA_NATO @NATOinUkraine Read more: mod.gov.ua/en/news/ukraine-n…

🚨🚨🚨 Four LNG carriers have changed identities ahead of Russian Arctic operations. 🇸🇬➡️🇵🇦 In September, ONEIROI (IMO 9958327), MELICERTES (IMO 9958303), NELEUS (IMO 9958315) and AEOLUS (IMO 9958298) switched from Singapore to Panama flags, alongside changes in names, ownership and management. Three were sanctioned in May 2025, then delisted in September 2025 following assurances they would not transport LNG from Yamal LNG or Arctic LNG 2. ⚠️ Now, under new identities, they appear to be heading towards Russia's Arctic LNG terminals.

"Rosneft has managed to restart some refineries within weeks of an attack, only to see them struck again as repairs are completed or nearing completion. The need to repeatedly repair damaged equipment is straining operations and causing costs to pile up to levels that Rosneft officials have privately warned cannot be sustained long-term, according to people familiar with the matter, who asked not to be named to discuss sensitive information. Some plants have deliberately slowed repairs as a result, stretching work that should take days into weeks, the people said. Efforts to protect the facilities with shipping containers, nets and steel cables have proved ineffective against swarms of drones, according to company plans reviewed by Bloomberg. The damage is particularly difficult to repair when strikes hit complex secondary units such as catalytic crackers, reformers and hydrocrackers, whose parts would previously have been sourced from the West. Sanctions are compounding the problems by restricting access to replacement equipment, forcing Rosneft to rely on Russian-made copies and Chinese imports that can take months to obtain and are not always compatible with existing machinery, people familiar with the matter said. More broadly, the International Energy Agency said drone strikes on Russian refineries are having a “cumulative negative effect.” In September, the agency cut its outlook for Russian oil processing over the next 18 months to around 4 million barrels a day, roughly 30% below prewar levels." bloomberg.com/news/features/…

BREAKING: German authorities have arrested a suspected Russian spy in Brandenburg. The 53-year-old Ukrainian man, identified as Vadym Y., is accused of collecting militarily sensitive information for the Russian intelligence service since at least July 2025. According to the Federal Prosecutor’s Office, he allegedly targeted contacts within Europe’s arms industry, gathering information on the production of tanks, ammunition and explosives, as well as industry personnel. He is also suspected of monitoring military installations linked to the security of NATO’s eastern flank, including, according to media reports, the German Armed Forces’ Lithuania Brigade. The suspect was arrested in the Oder-Spree district following an investigation involving the BKA and information from Germany’s domestic intelligence service. He is due to appear before an investigating judge at the Federal Court of Justice in Karlsruhe, who will decide whether he will be remanded in custody.

Last October, President Trump imposed significant sanctions on Russia’s two largest oil companies, complaining that negotiations with Putin over ending the war in Ukraine “just don’t go anywhere.” Now, exactly a year after the oil sanctions, Mr. Putin has never been so close to his goal of normalizing relations with Washington without having to make any compromises on Ukraine.

Couple things on the large scale tactical aircraft activity over the Middle East tonight: I don't have any info on this operation or if it truly has gone kinetic, but here is likely what is happening if not: 1.) Dry runs are important for such a large integrated operation. They can be scaled as the operation gets closer. Getting a large part of the intended force up and in position can really help with the chances of mission success if the actual order to execute is given. So many moving parts to align. Not great to find out any weak spots on night one of a new offensive. 2.) Stimulating Iran's air defenses is critical. By Iran operating as if a full scale attack could be coming, their air defenses can be detected, categorized and geolocated. This is absolutely critical prior to a major air operation. Surveilling them during times of lower alert does not provide the same fidelity of actionable intelligence. Knowing where those threats are and how they are operating can mean the difference of life and death and/or will help standoff munitions make their way to their targets as those defenses can be suppressed, destroyed, or avoided entirely via careful mission planning.

In case it wasn’t already obvious: being nice to Putin hasn’t achieved peace. And it never will. Luckily there is at least one easy option that stops Russia’s ballistic missiles from killing civilians and destroying power grids. Starlink. Ukrainian drones can destroy the launchers, but need access to Starlink over Russian territory to navigate effectively. This would cost American taxpayers nothing. It would save lives. And it would put real pressure on Putin. My latest in the Washington Post:
