$XLM holders: every fee paid on Stellar goes into a pool that, under current rules, nobody can spend. Right now it holds about 10.9M #XLM.
The Stellar Development Foundation just asked: what if it paid people instead?
The early concept @tomerweller showed at Meridian:
- Lock XLM for a set period
- Earn rewards from that fee pool
- Rewards fixed before you lock, so nothing is promised that isn't already funded
It isn't staking. Locked XLM wouldn't secure the network or give voting rights.
@dmazieres was clear: it's meant to open a conversation, not a roadmap.
Nothing is decided. Using the fee pool would need a validator vote.

Ripple and World Liberty step in after Binance’s possible hack
World Liberty co-founder @ZachWitkoff said @worldlibertyfi froze $27M of its $USD1 stablecoin tied to what he called the @binance hack. Binance co-founder @heyibinance separately thanked @Ripple for “promptly freezing” about 200 million, most likely in its $RLUSD stablecoin, since XRP can’t be frozen.
Those add to the more than $1.56B in $USDT frozen by Tether and more than $800M in $USDC frozen by Circle, per their CEOs. Binance, which has not confirmed a hack, has paused withdrawals until “the security issue is fully resolved” and says user funds remain safe.
