DEPUTY IGG JOINS STAKEHOLDERS TO REVIEW PERFORMANCE OF GOVERNANCE AND SECURITY PROGRAMME In a spirit of shared commitment to strengthening accountability across the public sector, the Deputy Inspector General of Government (DIGG), @DrOkiria, today joined key stakeholders to review the Governance and Security Programme (GSP) annual performance for FY 2025/2026 at Imperial Royale Hotel. Organised by the Office of the President (OP), the review was intended to evaluate the GSP’s performance for FY 2025/2026, identify key challenges and propose appropriate mitigation measures including more strategic approaches to deepen implementation of the programme priorities in support of the Tenfold Growth Strategy, and highlight areas for enhanced resource mobilization. During the same activity, the GSP report for FY2025/2026 was launched, marking the first assessment of performance under the second GSP Strategic Plan, which is aligned with the implementation of the Fourth National Development Plan (NDP IV). @DrOkiria's attendance was particularly significant given that the @IGGUganda's mandate of promoting just utilization of public resources, contributes to Objective Five of NDP IV which is; to enhance good governance, security, and strengthen the role of the state in development. Her participation further reinforced the importance of institutional collaboration in advancing transparency and promoting quality and efficient service delivery to citizens. The GSP brings together over 30 Ministries, Departments and Agencies (MDAs) responsible for upholding the rule of law, ensuring security, maintaining law and order, public policy governance, access to justice, promoting human rights, accountability and transparency.

It was an honour to have you at the #GSPReview2026. We look forward to more engagements with your support and guidance Hon. Dr. @MercyLakiskis
Today, at the 5th Annual Governance and Security Programme Review, I highlighted the critical congestion in Uganda’s juvenile justice facilities, most notably at Kampiringisa National Rehabilitation Centre, where 1,233 children occupy space intended for 780. Urgent ministerial action is imperative to ensure our state care system protects the basic rights and human dignity of these young people. To resolve this crisis, we are prioritizing faster case processing, expanded diversion mechanisms, facility upgrades, and root-cause reintegration. I also sincerely thank our development partners for supporting the construction of the Moroto Remand Home, vital for expanding access to justice in Karamoja. I call on Programme leadership and security to immediately convert these resolutions into fully resourced work plans with strict performance metrics. State custody must not be a dead end; our mandate is to protect rights, restore dignity, and ensure every child receives a meaningful second chance.

#GSPReview2026 | Juvenile Justice: Protecting Children, Restoring Dignity and Building Second Chances β€œAre we protecting these children, or are we actually violating their rights as well?” This was one of the difficult questions raised by Hon. @MercyLakiskis , Minister of State for Gender, Labour and Social Development (Youth and Children Affairs), during the Fifth Annual Governance and Security Programme (GSP) Performance Review for FY2025/26. Reflecting on her visits to juvenile remand homes and the Kampiringisa National Rehabilitation Centre, the Minister described the conditions she encountered as deeply distressing, questioning whether government was doing enough to protect children under its care. She highlighted the growing pressure on Uganda's juvenile justice facilities. At the time of her address, the country had seven remand homes and one national rehabilitation centre, with 1,233 children in remand homes against a recommended capacity of 780. This represents an excess of 453 children, raising concerns about overcrowding, welfare services and rehabilitation. The Minister called for a more comprehensive approach to juvenile justice, emphasising that holding children accountable where appropriate must go hand in hand with timely, child-sensitive justice, rehabilitation and reintegration. She outlined five priority areas for action: 1. Expediting cases: Strengthening coordination between investigations, court hearings and social inquiry reports to prevent prolonged detention. 2. Expanding diversion and restorative justice: Using non-custodial measures and alternative dispute resolution where appropriate, while protecting victims and communities. 3. Improving remand and rehabilitation facilities: Investing in infrastructure, healthcare, nutrition, education, counselling and adequate staffing. 4. Strengthening reintegration: Supporting family tracing, welfare services, rehabilitation and post-release follow-up. 5. Investing in prevention: Addressing the underlying causes of juvenile offending through family support, child protection, school retention and community-based interventions. She also acknowledged the support of development partners in improving juvenile justice services, including the ongoing construction of Moroto Remand Home, which will expand access to facilities for children from Karamoja and surrounding areas. The Minister called on the Governance and Security Programme to integrate these priorities into its work plans, budgets and performance indicators, with clear institutional responsibilities and measurable commitments. Her message was clear: Uganda's ambition for long-term socio-economic transformation must include the children who will shape its future. The goal should not simply be to accommodate more children in remand homes, but to ensure fewer children enter detention unnecessarily, cases are concluded without avoidable delays, and every child leaving state care has a genuine second chance.
