Where to find friends? Talk to people on their streams, not interacting with posts on social media platforms.
This ensures you show genuine interests for the other person, and find out whether you're both compatible for each other.
No risk of meeting bots/scammers at all.

Tip for any real content creators sending cold dms to someone (as in a dm when you have never talked directly before):
Introduce yourself, how you know the person you are contancting, and what you want to talk about. If you just start the message with "hi" I'm ignoring you.
This isn't because I don't like you, it's because there are sadly too many bots that communicate exactly this way, like you are already familiar enough to have a conversation without any context.
I have been baited by enough bots that it's now a blanket policy. If you say "Hey, I'm coolVtuberEnjoyer and I saw some of your streams, I think your vibe is really cool. I was wondering if you'd ever like to do a collab on something" will be 10000% better.
The hate I get most is from YT vertical only streams, usually ragebaiting me about my gender or voice.
I've gotten so used to it I just reverse ragebait them and ban them.
It used to hurt a lot but after awhile, they've just become a nuisance.
I think the only way to get used to hate is being exposed to it often but in a controlled manner, eventually you'll develop enough tolerance and deal with them as if they're just annoying mosquitoes.
People being toxic in your stream? Just hit them with the ban hammer.

Discord is making messages from public servers discoverable on search engines like Google starting this November.
Server admins can opt channels out starting today.
Users can opt out of sharing their messages in settings -> Data and Privacy.
Just a random thought, VTubers that say they were quiet ones in social events before vtubing, perhaps we've just never been able to be our true selves until now?

Imagine if you apply the "no friendship decay" with your most important person in life (partner, spouse, etc).
Would you believe it when they say they love you as much & always, even if you two gradually spend less and less time together?
You gotta draw the line at some point.
Personal bias, but friendships of the inner circle kind always require some level of maintenance by both or one person, though the latter may not be healthy.
Perhaps for acquaintances or casual friends, you don't have to worry about if you just want to stay on that level.
