This is made up nonsensical reason. Karma is only for jivas. Supreme Brahman is not bound by any avidya or karma. Vali was completely satisfied with the reasoning provided by Rama. Vali's rebirth story comes from Ananda Ramayana, but that's ONLY for Vali's sake.

If karma can dictate the fate of the Supreme Being, then what makes Him supreme? The one who creates and governs the cosmic order cannot be subordinate to it. Divinity is beyond the limitations of mortal existence.
