Am 24. April 1974 schlug Henry Kissinger in einem Memorandum für den Nationalen Sicherheitsrat (NSC) Folgendes vor:
„Die Reduzierung der Bevölkerungszahl sollte höchste Priorität der Außenpolitik der USA gegenüber der Dritten Welt sein.
Die Wirtschaft der USA benötigt einen stetig wachsenden Nachschub an natürlichen Ressourcen aus dem Ausland, insbesondere aus weniger entwickelten Ländern… Wo immer eine Reduzierung der Bevölkerungszahl zur Verbesserung der Stabilität beitragen könnte, wird die Bevölkerungssteuerung zu einer Frage, die eng mit den Interessen der USA in Bezug auf Ressourcen, Ausgaben und Wirtschaft verbunden ist.“
Es überrascht nicht, dass diese Politik unter Präsident Carter umgesetzt wurde, und zwar mit der Unterstützung von Kissinger und Brzezinski – beide hatten enge Beziehungen zu David Rockefeller.
Da hat der gute Mann recht.
