New York: On 14 October 2026, Hon. Leon Mannie Talery, Assistant Minister for International Cooperation and Economic Affairs, at the Ministry of Foreign Affairs, delivered Liberiaโs statement during the Joint General Discussion of the Second Committee of the UN General Assemblyโs 81st session on the agenda items โEradication of Poverty and Other Development Issuesโ and โAgriculture Development, Food Security, and Nutrition.โ
In his statement, Minister Talery called for expanded concessional financing, blended-finance instruments, credit guarantees, and responsible private investment that can help de-risk agricultural production and attract capital across the agri-value chain.
He underscored that agriculture occupies a central place in Liberiaโs transformation as the country works to move beyond subsistence production toward commercially viable agribusinesses and integrated agricultural value chains.
Liberia's focus is on increasing domestic food production; improving storage, processing, and packaging; strengthening links between farmers and markets; and promoting greater value addition to Liberiaโs agricultural products.
He highlighted that Liberia seeks to build a more productive economy, expand opportunity, and ensure that growth delivers dignity and improved living conditions for all Liberians through effective implementation of the ARREST Agenda for Inclusive Development.
This ARREST Agenda for Inclusive Development (AAID) is Liberiaโs nationally owned developmental vehicle for advancing inclusive growth, reducing poverty and translating economic progress into measurable improvements in the lives of our people to attain the SDGs.
Minister Talery disclosed Liberiaโs 5-year development plan, focusing on agriculture, roads, rule of law, education, sanitation, and tourism, while stressing the need to enhance national ownership, sound governance, and partnership with the private sector and international community.
In conclusion, the Assistant Minister for International Cooperation and Economic Affairs emphasized poverty eradication remains the central challenge of sustainable development and requires structural economic transformation that creates decent employment, raises household incomes, strengthens food security, and expands access to education, healthcare, and other essential services rather than short-term relief.

New York: Liberia, Congo, and Somalia have reaffirmed their commitment to Haitiโs security, accountability, and Haitian-led solutions.
Liberiaโs Permanent Representative to the United Nations, Ambassador Lewis G. Brown, delivered the A3 joint statement regarding Haiti Sanctions Adoption on behalf of A3: the Democratic Republic of the Congo, Somalia, and Liberia on Wednesday, October 14, 2026, at the Security Council meeting in New York.
In the statement, A3 reaffirmed its determination to confront the gangs terrorizing Haitian communities and to hold accountable those who arm, finance, or otherwise enable them.
A3 welcomed the continued application of designation criteria related to the illicit exploitation and trade of natural resources, the reaffirmation of the humanitarian exemption, and the attention given to due process.

According to him, the A3 has welcomed the UN Security Council call for urgent and decisive implementation of the arms embargo.

Consequently, the A3 welcomed the adoption of resolution (2026), renewing the Haiti sanctions regime and the Panel of Experts' mandate, and praised Panama and the United States for their leadership and constructive engagement.

Madam President,
I have the honour to deliver this statement on behalf of the A3, namely the Democratic Republic of the Congo, Somalia and my own country, Liberia.
We thank Special Representative Hanna Serwaa Tetteh for her briefing and sustained engagement, commend all United Nations personnel supporting Libya, and welcome the participation of Libyaโs Permanent Representative.
Madam President,
The Libyan peopleโs resilience deserves a political process that delivers. Progress means Libyans choosing their leaders safely and trusting their institutions. We reaffirm Libyaโs sovereignty, independence, unity and territorial integrity, and an inclusive, Libyan-led and Libyan-owned process facilitated by the United Nations.
On the political front, we welcome the 30 August Smaller Convening agreement and the House of Representativesโ endorsement. We urge all relevant institutions, including the House and High Council of State, to resolve outstanding differences through UNSMILโs facilitation and respect for agreed legal procedures, enabling implementation of the electoral framework and reconstitution of the electoral commissionโs Board.
We note the 10 September Ankara dialogue. Such engagements should reinforce the UN-facilitated roadmap towards free, fair, transparent and inclusive presidential and legislative elections.
In April, UNSMIL recorded 2.8 million registered voters. They deserve a credible opportunity to participate. The commitment to work towards elections within 24 months requires immediate milestones and reporting. A timetable must create urgency, never become permission for further delay. Women, youth and communities across Libya must have a meaningful voice.
Madam President,
On security, we call for full implementation of the 2020 ceasefire, restraint and protection of civilians.
We acknowledge the work of the 5+5 Joint Military Commission and progress towards unified military and security institutions under civilian authority. We reiterate our call for withdrawal of foreign forces, foreign fighters and mercenaries, consistent with Council resolutions, and compliance with the arms embargo.
We condemn attacks on civilian infrastructure. We welcome the National Oil Corporationโs announcement of resumed ShararaโZawiya pipeline pumping and call for uninterrupted, safe energy operations. Libyaโs national wealth must finance its peopleโs future and remain protected from political and armed coercion.
We encourage transparent implementation of the unified spending framework, effective oversight and progress towards a unified budget. The integrity and independence of Libyaโs sovereign economic institutions must be preserved.
Regarding Libyaโs frozen assets, the A3 reiterates its deep concern over the risk of erosion of their value, including through any misuse or mismanagement. We reaffirm that these assets must be safeguarded for the benefit of the Libyan people, in accordance with the relevant Security Council resolutions.
We call for transparency and accountability in their custody and management, and for any substantiated violations to be addressed through appropriate legal processes, including remedies consistent with applicable law. We support comprehensive, independent audits of the Libyan Investment Authorityโs frozen assets to establish their amount, location and status, and urge relevant States and financial institutions to cooperate with these efforts, consistent with resolutions 2769 (2025) and 2819 (2026).
We call for investigations into enforced disappearances and arbitrary detention, accountability and protection of civic space. We support UNSMILโs call to suspend further executions and uphold fair trial guarantees. Refugees and migrants must be protected, incitement addressed, and humanitarian personnel allowed to work safely.
Madam President,
Regional and international initiatives should complement UN-led mediation. We encourage UN coordination with the African Union, League of Arab States and neighbouring States, supporting national reconciliation and victimsโ rights.
The A3 looks forward to constructively engaging the upcoming mandate renewal of UNSMIL in order to preserve the core responsibilities and provide adequate resources for the mission. Reporting should enable the Council to assess implementation and address obstacles with a united approach.
Libyan leaders must turn the 30 August agreement into functioning institutions and credible elections. Libyaโs people have waited long enough to choose their future. Our responsibility is to help make that choice possible, peaceful and respected.
I thank you, Madam President.

New York: Liberia has called for fair, consistent, and transparent application of the principle of universal jurisdiction grounded on international law.
On Tuesday, October 13, 2026, Cllr. Jeddi Mowbray Armah, Liberiaโs Deputy Foreign Minister for Legal Affairs, highlighted four key principles related to the application of universal jurisdiction during the Sixth Committee meeting of the UNGA81 Session, focusing on the scope and application of the principle of universal jurisdiction.
He placed strong emphasis on due process, respect for the sovereign equality of states, and the immunities recognized by international law.
He maintained that access to justice should never be exercised selectively or politically, stressing that it works best in partnership, through international cooperation, mutual legal assistance, extradition, and capacity-building for national jurisdictions.
Minister Armah expressed support for greater clarity and consistency regarding the scope, the conditions, and the safeguards governing the application of the principle and will engage constructively in the Committee's working group to that end.
As a member of the Security Council for 2026 and 2027, Liberia reaffirmed its commitment to promoting international legal order, which ensures justice for the gravest crimes is not selective nor optional, and victim access to justice should never be determined by geographical location.
Liberia asserted that primary responsibility for investigating and prosecuting international crimes lies with the State of territoriality or nationality.

New York: The Permanent Representative of Liberia to the United Nations, H.E. Ambassador Lewis Brown, II, addressed the International Day of Girl Child, highlighting the advancement of girls' rights and gender equality at the UN event organized by India and Sierra Leone on Monday, October 12, 2026.
He called for a greater investment in girls, stronger protection, and equal opportunities.
"A girl is not a burden to be carried; she is a future to be empowered," he said.
He believes that investing in girls is an obligation of justice, a commitment to human dignity, and an investment in our common future.
Ambassador Brown called for an immediate end to child marriage and violence against girls, enforcement of protective laws, and ensuring access to essential services be granted.
โWe must keep girls in school, especially in rural and underserved communities, and provide safe learning environments.
Our responsibility is not merely to prepare girls for the world; it is to build a world worthy of the girls they can become," the Liberian envoy stated.
He emphasized that a girlโs future should not be diminished by her birth circumstances or decided without her own voice.
โWomen helped secure Liberiaโs peace; we must now help secure the future of Liberiaโs girls, and that destiny must not depend upon extraordinary courage to overcome ordinary injustice,โ he concluded his remarks.

New York: The A3 nations, Liberia, Congo, and Somalia, emphasized that there is no military solution to the conflict in Yemen and reaffirmed their support for the special envoyโs good offices as well as an inclusive Yemeni-led and Yemeni-owned political process under United Nations auspices.
On Friday, October 9, 2026, A3 emphasized the full, equal, meaningful, and safe engagement of women at every step of the political process during a security council briefing on Yemen's "situation in the Middle East."
Encouraged regional and international actors with influence over the parties to exert all efforts in de-escalation, dialogue, and confidence-building measures.
Called on all parties to exercise maximum restraint and refrain from further escalation.
Condemned the recent Houthi attacks against the Kingdom of Saudi Arabia, including attacks affecting civilians and civilian infrastructure.
Reiterated that Yemen must not become an arena for regional confrontation, proxy warfare, or the settling of disputes originating beyond its borders.
Called on the international community and donors to redouble their support for Yemenโs humanitarian response and for neighboring countries receiving those fleeing the violence.
A3 stressed that safe, rapid, and unimpeded humanitarian access must be facilitated throughout Yemen.
Urged all parties to build on the momentum created by the recent UN-brokered agreements, calling for the immediate, safe, and unconditional release of all those detained.
The A3 also reaffirmed support for an inclusive political settlement that preserves Yemenโs unity, sovereignty, independence, and territorial integrity.
