🇱🇾 🇺🇸 It seems @saddamhaftar has defied just about every foreign actor involved in Libya this week, from European and Arab capitals to Washington. Are we getting a glimpse of what foreign policy under a Saddam Haftar presidency might look like? One driven less by foreign calculations and more by his own strategic priorities?
The United States is disturbed by today’s developments at the Central Bank of Libya (CBL).  Efforts to interfere with the CBL’s technocratic integrity and independence carry a significant risk of undermining Libya’s financial and economic stability.  The United States will continue to partner with Libyan stakeholders to help Libya address its economic challenges and achieve stability and security for the Libyan people.

🇱🇾🇹🇷 Libya’s House of Representatives has approved the controversial maritime agreement with Turkey, ending years of deadlock and potentially reshaping the balance of power in Libya and the Eastern Mediterranean. The Geopolitical Desk was first to break the story last night. Our full report today takes readers behind the scenes of a decision with far-reaching consequences. Here is what matters and why: 1. From enemies to potential strategic partners Turkey and the LNA were fighting on opposite sides just six years ago. Today, both increasingly recognise that they may be indispensable to each other’s ambitions. The LNA wants to unify Libya under a political and military leadership in which it plays a central role. Turkey holds considerable influence over western Libya and could be instrumental in making that happen. Ankara, meanwhile, increasingly sees the LNA as a more credible partner for delivering the stability and centralised authority it has long sought. 2. The deal that held everything hostage For years, Ankara wanted eastern Libya’s endorsement of its maritime claims. Saddam Haftar wanted Turkish support for the LNA’s ambitions in Tripoli. Neither was willing to move first. Today, Benghazi broke that deadlock, delivering a major concession to Ankara without first securing reciprocal commitments. The ball is now firmly in Turkey’s court. 3. Why now? The political reset in Benghazi This decision did not happen in isolation. Following Khalifa Haftar’s warning against obstructing the American-backed political initiative and 4+4 agreement, longtime parliamentary speaker Agila Saleh was removed. The maritime agreement is the latest indication that the LNA is dismantling political obstacles and accelerating its pursuit of Libyan reunification. 4. Saddam Haftar’s increasingly independent foreign policy Perhaps the most consequential development is Saddam Haftar’s willingness to challenge established alliances and take decisions that unsettle traditional partners. His growing relationship with Washington, rapprochement with Turkey, outreach to Algeria and willingness to diverge from Egyptian preferences reflect a broader strategy: positioning the LNA as an autonomous regional actor rather than a proxy of competing powers. 5. The Turkish dilemma Our reporting also reveals how competing centres of power within Ankara have complicated its Libya policy, including efforts to advance political tracks at odds with the American initiative. Turkey must now decide whether to overcome these divisions and translate its growing relationship with the LNA into a genuine strategic partnership. 6. The wider geopolitical consequences The implications extend far beyond Libya. The agreement challenges established alignments in the Eastern Mediterranean, where Turkey’s maritime ambitions remain deeply contested by Greece, Cyprus and other regional actors. A Turkish-LNA strategic partnership could also transform Libya’s political settlement, military unification and regional relationships extending into Algeria, Sudan and the Sahel. The bottom line: Benghazi has made a consequential move, removing one of the biggest obstacles to a strategic realignment that once seemed unthinkable. Whether this becomes a historic turning point now depends largely on Ankara’s response. If Turkey reciprocates, two former enemies could become the architects of a new political order in Libya, with implications stretching across the Eastern Mediterranean. Indeed, Egypt has much to gain from the Libya–Turkey maritime agreement, which could strengthen its own maritime claims. Greece, Cyprus and Israel stand to lose the most. Cairo’s hesitation comes down to two factors. First, its relationship with Israel and reluctance to challenge it. Second, a broader foreign policy problem: Cairo has become strategically rigid and slow to adapt to a rapidly changing region. Yet Egypt’s position is arguably the most flexible. It simply needs convincing that the benefits outweigh the costs. A coordinated push by Ankara and Benghazi could bring Cairo on board. Egyptian recognition would be a major turning point, shifting the regional balance decisively in the agreement’s favour.

🇱🇾🇹🇷 𝗧𝗛𝗥𝗘𝗔𝗗 | 𝗛𝗼𝘄 𝗚𝗣𝗗 𝘁𝗿𝗮𝗰𝗸𝗲𝗱 𝘁𝗵𝗲 𝗧𝘂𝗿𝗸𝗲𝘆–𝗟𝗡𝗔 𝗿𝗮𝗽𝗽𝗿𝗼𝗰𝗵𝗲𝗺𝗲𝗻𝘁 For over a year, The Geopolitical Desk has been at the forefront of reporting on the growing relationship between Turkey and eastern Libya’s LNA. From Saddam Haftar’s diplomatic breakthroughs and Ankara’s changing priorities in Tripoli to Greece’s attempts to counter Turkish influence, our reporting has followed a geopolitical realignment that culminated in Libya’s historic parliamentary vote on 20 October. Here’s a look back at seven key articles that tracked this shift. 🧵👇

🇱🇾 The irony of Mahmoud Hamza’s latest power play in Tripoli is hard to miss. Having helped dismantle Ghneiwa’s armed network in the name of restoring state authority, Hamza’s 444th Brigade is now accused of using similar coercive tactics to impose a disputed appointment at Libya’s Audit Bureau. The timing is particularly troubling. Just a day earlier, Turkish intelligence chief İbrahim Kalın was in Tripoli urging security actors to preserve stability and avoid further disorder. But why is Hamza targeting one of Libya’s last relatively independent institutions? Our latest investigation for @thegeopoldesk reveals the financial and political interests driving the move, Hamza’s declining standing and the wider risks to Tripoli’s fragile stability.
