All current HDMI mods add at least an additional frame of latency, that is one of the main reasons the N64 exists!

Even in the worst cases, timing delays are only half a millisecond (1/1000th of a second). This is relative for pixels to eyeballs. Most titles on the Xbox sync input to the framerate anyway (or oversample).
