For decades, Kagame's regime image in Western capitals rested on peacekeeping credentials, clean-streets branding and sponsorship deals with UK and European football teams. Eastern #DRCongo has broken that image.
US sanctions on Rwandan and M23 figures. Germany freezing aid. EU and UK pausing support, with calls in Europe to ban Rwanda's mineral trade. China, which rarely says anything, telling Kigali to stop backing M23.
Kagame’s regime response shows how it calculates. It cut ties with #Belgium, a target it could afford to hit, and stayed quiet towards Washington and London. Meanwhile Qatari investment and Doha mediation give Kigali a way around Western pressure at the negotiating table.
The question was never whether the evidence existed. @UN experts documented thousands of Rwandan troops inside the DRC. The question was whether Western governments would act on it. Applying pressure only now and then is not accountability.
