Substantive discussion with @IMFNews MD @KGeorgieva in Dublin. Grateful to the IMF team for the steadfast support and close cooperation with Ukraine. Our immediate priority is to keep the EFF programme firmly on track through the delivery of agreed reforms. This is the foundation for macroeconomic stability and continued confidence among our international partners. We also discussed the growing pressure from intensified russian attacks, which are weighing on business activity, exports and budget revenues, as well as the need to secure sufficient and predictable financing for 2027.

Ukraine continues to deliver on its commitments to international partners. Today, Parliament advanced two essential tax and customs reforms that bring Ukraine’s e-commerce framework closer to EU standards, strengthen fiscal resilience and support fairer competition for Ukrainian businesses. This progress also paves the way for around €4b in EU macro-financial support. Even in wartime, Ukraine remains committed to reform, European integration and responsible public finance. Grateful to the @ua_parliament for building the necessary consensus and taking the decision needed to move these reforms forward, and to our international partners for their continued trust and support for Ukraine.

Today, I am assuming the responsibilities of Prime Minister of Ukraine with a clear set of priorities. Our foremost task is to fully equip Ukraine’s Defense Forces and accelerate the expansion of our defense industrial base. We will do everything possible to ensure that Ukrainian service members have the capabilities they need for every long-range operation, every precision strike, and every mission to defend the front line, including drones of all types, ground robotic systems, advanced equipment, and modern weapons. At the same time, we are preparing the country for winter while continuing to support Ukrainian citizens and businesses. Our responsibility is to fulfill the state’s social obligations in full by ensuring the timely payment of pensions, social assistance, and funding for essential public services. We will continue to give special attention to frontline communities that endure Russian attacks every day. Another key priority is strengthening cooperation with our international partners, securing additional resources, and ensuring the most effective use of international assistance. Our strategic course remains unchanged – Ukraine’s full membership in the European Union. Now it’s time to get to work.

In Riga today, I had the opportunity to address the @EBRD Board of Governors and express Ukraine’s gratitude to President @OdileRenaud and all EBRD shareholders for standing with Ukraine throughout the full-scale war. The EBRD has become much more than a financial institution for Ukraine. It is a trusted partner helping us keep critical infrastructure running, strengthen energy resilience, and advance recovery even amid ongoing challenges. With 17 active public sector projects worth €3.3b, the EBRD remains one of Ukraine’s largest institutional investors. We look forward to deepening our cooperation in energy, transport, municipal development, digital transformation, and private sector growth. #EBRDam

Ukraine has finalized all necessary legal procedures to unlock up to €90b in EU financial support under the Ukraine Support Loan framework for 2026–2027. Grateful to all the MPs who so promptly ratified the agreement. This instrument will play a critical role in safeguarding macro-financial stability & strengthening 🇺🇦’s defense capabilities amid the full-scale war. The first tranche of €3.2b is expected within the coming weeks. Importantly, repayment of the loan principal will be linked to future russian reparations and compensation mechanisms. I appreciate the 🇪🇺’s steadfast support and long-term commitment to Ukraine.

At the @G7 finance meeting in Paris, I thanked 🇺🇦 partners for their unwavering support of Ukraine. Amid ongoing russian attacks, predictable international financing remains critical for maintaining macroeconomic stability, ensuring the functioning of the state, and supporting recovery. Ahead of the next winter, we also should jointly develop rapid response mechanisms, including through the use of frozen russian assets, to finance the urgent restoration and protection of Ukraine’s energy infrastructure. At the same time, I noted that Ukraine remains committed to advancing reforms to strengthen long-term fiscal resilience.
