Local and regional expulsions continued in German and Italian territories into the sixteenth century. In Iberia the Inquisition pursued both open jews and conversos suspected of continuing jewish practice. These measures were not uniform in every decade or every territory. Some rulers protected jewish communities for fiscal reasons. Yet the cumulative legal framework—badges, residential confinement, occupational limits, testimony restrictions, and the constant threat of expulsion or massacre, defined jewish status in Christian Europe for centuries. The Long Persistence and the Break The same pattern continued into the early modern period. Venice established the first formal ghetto in 1516. Pope Paul IV’s 1555 bull confined the jews of Rome to a ghetto, required distinguishing marks, and imposed further economic limits.
