Definire quella ucraina «mobilitazione forzata» è già una scelta di linguaggio sbagliata. L’Ucraina ha proclamato la mobilitazione generale per difendersi da un’invasione militare. La chiamata alle armi è obbligatoria per le categorie previste dalla legge: non per questo la mobilitazione diventa, sul piano giuridico, una mobilitazione forzata.
