During the Covid pandemic, Rachel Matjeng introduced Cat Matlala to General Sandra Malebe-Thema (BBL General), who was then responsible for the SAPS police colleges. Sandra tried to get Medicare appointed to screen or vaccinate SAPS trainees. She later advised Matlala to lease the SAPS Hospital at the Tshwane Academy and offered to provide a “proxy” so she could get a share in the profits. The plan was for her to direct as many trainees as possible to the hospital so Matlala could bill SAPS heavily.
