ICAI’s Minimum Recommended Scale of Fees – A Welcome Initiative, But Charity Begins at Home!
ICAI’s initiative to prescribe a Minimum Recommended Scale of Fees for various professional assignments is certainly appreciable. It can benefit members at large, provided these recommendations are translated into practical implementation.
However, I would like to make a humble submission to ICAI and particularly to its Professional Development Committee (PDC).
Charity begins at home. Before expecting others to follow the recommended fee structure, why not begin with the professional assignments being allotted by banks, such as Concurrent Audit, Revenue Audit, Stock Audit, Due Diligence Audit and other non-statutory banking audits?
The PDC should take up this matter with the RBI, Indian Banks’ Association and individual banks to ensure that audit fees are reasonable and commensurate with the responsibilities, risks, manpower and professional time involved. This would be a meaningful step towards protecting the dignity and financial interests of practising Chartered Accountants.
At the same time, I would also like to raise a genuine concern regarding the functioning of the PDC and the MEF process.
Recently, numerous members have reportedly been receiving queries and notices relating to their MEF applications, including questions about professional income figures that have been accepted or reported consistently for more than five years.
I fully support genuine verification, transparency and accountability. However, when queries are raised in large numbers, including on historical information, it creates unnecessary compliance burdens and difficulties for members.
My humble question is: What is the ultimate objective of such extensive scrutiny, and how does it contribute to the professional development of members?
How many members who submit MEF applications actually receive bank audit assignments?
What percentage of applicants ultimately benefit from the entire process?
Is there any meaningful assessment of whether the effort and compliance required from members are proportionate to the opportunities available?
These are important questions that deserve transparent answers.
The MEF should serve as an instrument for creating professional opportunities, not become a process that members perceive as a source of unnecessary notices, repeated explanations and harassment.
I sincerely request ICAI and the PDC to focus equally on fair audit remuneration, wider distribution of professional opportunities, transparency in allotments and simplification of the MEF process.
Professional development must mean development of the profession as a whole, particularly small and medium practitioners, and not merely the advancement of a limited section of members.
We need a PDC that not only verifies the eligibility of members for professional opportunities but also actively works to create, expand and protect those opportunities.
This submission is not intended to criticise any individual or institution. It is a constructive appeal from a concerned member who believes that ICAI's true strength lies in the collective progress, dignity and welfare of all its members.
Let us move from recommending professional fees to securing fair professional remuneration, and from scrutinising members to empowering them.
A stronger profession means stronger members, and stronger members mean a stronger ICAI. @akhilpachori @CAChirag @aarchanay @CAHimankSingla @theicai @RajeshSharmaBJP @abhishekrajaram @CA_AkshatS @Thisissamarpit @CASatishKGupta @atulmodani @CaHiteshm
