Sources have told @On3 that the SEC is exploring a similar policy and rules. Big Ten also announced it is "escalating financial penalties" for any violations, working almost as a luxury tax. on3.com/news/big-ten-release…
Big Ten chancellors and presidents have adopted pieces of the Protect College Sports Act, increasing the athlete spending cap from $21.6M to $49M. Also puts penalties in place for school-affiliated third-party deals, which only apply to institutions. on3.com/news/big-ten-release…

The Big Ten has adopted these new conference rules that align with the athlete compensation framework in the Protect College Sports Act, raising the cap from $21.6M to $49M, creating strict rules on school-affiliated 3rd-party NIL and establishing penalties for exceeding the cap.
Big Ten presidents and chancellors will meet Wednesday to review and possibly adopt conference cap rules that align with the framework of the Protect College Sports Act, sources tell @YahooSports - a first step in preparing schools for the bill’s passage.

USF’s season-long defensive numbers hide a significant change in conference play. The Bulls allowed 8.5 points per game outside the American. Against league opponents, that rises to 24. They’re also averaging 3.9 yards per carry in conference games while allowing 5.2. Army influences that three-game sample, but UTSA ran for 277 yards on 43 attempts, too. USF has protected the football through the air. Winning more of the ground game is the next step. Avoiding interceptions helps, but USF still trails its conference opponents in yards per carry.

Almost enough to start their own power conference
Per sources, UNC is one of 7 ACC schools considering going independent if the PCSA is passed by congress in the next session after the election.

FSU is handing out candy corn and changing stadium light colors to get people in the stands on Halloween night… Have to imagine the numbers aren’t looking great heading into this one.

Miami is not going independent. They would have nowhere to put the Olympic sports and it's very unlikely they could find a deal possibly ironically with the Big East. But scheduling for football would still be tough.
If Miami goes independent they would do so with media/streaming deal already in place. Netflix isn’t giving them a deal based on the FSU game so how does that game put a hurt on their brand? B1G would probably have a deal worked out that they would throw Miami a couple games

So Miami speaks through an obvious media invite arranged in order to get a message out. It's a form of gamesmanship. It is clear as day for anyone to see, as of today, the Big Ten and SEC options are not there today for the Florida schools. It is for UVA/UNC if the SEC adds.
What the media has is this - some of the truth and the barking that schools want out in the public. In life you don't always get what you want. Most people inside college athletics want the PCSA passed as it is today, regardless of what the 4 ACC schools are saying
