The Chinese government tightly controls passport issuance and enforces exit bans through its public security authorities which can stop people from leaving even with a valid passport. Free healthcare is only favourable to very low income people who are already have a negative net contribution to society. In Australia 37% of my income gets taken from me before it even reaches my account, plus an additional 2% for Medicare.
