The "Model School" is immaculate, fenced, and ordered. Now look just outside the gate—at the sprawling, complex, real-world Nigeria.
We have spent 50 years—since the UPE launch in '76—trying to "copy-paste" the ordered environment of
a pilot (the garden) onto the complex reality of our education system (the jungle). It never scales.
We keep asking how to fix the pilot.
But in this Substack post, I propose a different, deeper question.
I present a new theory of change for foundational learning in Nigeria.
It’s time to stop scaling "best practices" from a pilot context and start designing for the complexity of our education system.
It starts with asking: What if the pilot was never the problem?
