Henry Nowak was just 18 when he was stabbed to death.
He told police he'd been stabbed, but they handcuffed him as he lay dying.
Now an independent review will look at whether warnings about his killer were missed and how Henry's family were treated afterwards.
His family have had to fight for answers while grieving their son.
They deserve to know exactly what went wrong.

Police officers in Bracknell, England, visited Bracknell Mosque for an educational session about Islam and Muslim culture, aiming to strengthen ties with the local Muslim community.
Organised by PCSO Molenda and a local imam, the visit included observing prayers, touring the mosque and attending a presentation about Islam.
Community members also provided refreshments.
Thames Valley Police said learning about different faiths and traditions helps build trust between officers and residents, supporting safer and more inclusive communities.

We are not a "centre-right" party. Our voters are not "centre-right." The country was governed by the "centre-right" for 14 years, and they brought us to the brink of destruction.
The "centre-right" are, in many ways, the greatest traitors of all. The Left are at least honest about their intentions towards us; the "centre-right" dress it up in a pinstripe suit and posh accent. But their ideology will still see us reduced to a hated and marginalised minority in our own homeland.
You are not going to win our voters over by appealing to the "centre-right."
We are radicals. We don't care what the "centre" thinks of us. In fact, we despise them.
