And private housebuilding in London never recovering from the discretionary planning system introduced in 1947 (which was its intended effect, as the Barlow Report 1940 shows)

Important bit of research. A 1% improvement in housing affordability is associated with a 0.14% increase in productivity in London. Since 2002, house prices have doubled compared to wages, which shows the size of the productivity gains housing could deliver
London's housing crisis is holding back the economy. Alongside @MayorofLondon, @trustforlondon, and @G15London, we commissioned new analysis into the impact of housing affordability on London's productivity and growth. Read the report here: londoncouncils.gov.uk/news-a…

Great to see a directly elected Mayor with real powers is in the report, but all of the parties presenting the report have been unsure on this for years despite (what feels like) decades of government reports calling for it. Just call the plebiscite already
The press conference on the report of the Dublin City Taskforce is now starting. A potential billion euro plan that wants to increase residential space, have 1,000 more garda, revitalise O’Connell Street area and introduce either congestion or tourism tax.

I won't make the point that plenty of others rightly have on whether this panel really represents Dublin, but I will say a panel of national politicians and one symbolic mayor of part of Dublin are clearly not the right institutions to deliver real long term change for Dublin.

Will this fix the housing crisis, build family homes, or end capitalism? No. Will this provide more places to live and is it politically quick and easy? Yes. Does doing this stop us from doing other things? No -the only thing we lose if we do it is the end of some gardens-. 👍

Council tax is currently so regressive that simply making it locally flat or progressive means that on average 2/3 of people get a £500 tax cut, from Westminster to Wigan. Check out our tool below if you don't believe me: xitter.cf/CentreforCities/status…

Fiscal devolution of council tax 🪙 This could give around two thirds of households in every part of England an almost £500 council tax cut. View our model for this here 👇 loom.ly/ZwxWtlI

National Audit Office report published today concludes homelessness in England at its highest level recorded (since 2000). Identifies risk that expenditure on homelessness and temporary accommodation (TA) may bankrupt councils, as some spend up to half their net budgets on TA.

Important article below 👇 by @barratree If the state backs down on the Dublin transport plan, we can forget about any positive urban transport initiative for decades. Either we are serious about the Dublin or not. This is the acid test. thejournal.ie/readme/dublin-…

Remarkable that the evidence shows that one of the most effective environmental policy options local governments have is permitting the densification of city centres, so people can opt to live car-free in modern, efficient buildings... and yet they keep doing the opposite

Almost certainly not a good move. Dublin -a city that had changed massively in the last 30 years- should not change its city centre. The best climate strategy shouldn't block intensive city centre development. It should encourage it to limit suburban sprawl.

Economic activity is not air in a balloon. Squeezing Birmingham and London didn't force the jobs and businesses up to the North. Squeezing Dublin won't help the rest of the country. It'll just hurt Ireland and keep housing costs painfully high.
Little appreciated fact about Ireland is that policy intentionally suppresses the building of homes in Dublin, on the basis that people should move to the west instead

I increasingly think CAZ and ULEZ - at the national level - are a political road to nowhere 🧵 1. Regressive among drivers, the dominant mode outside London. People do not like regressive taxes (poll tax) hard to see progressive long-term benefits vs. regressive short-term costs
In one chart here is why policies like ULEZ are: - Needed = air pollution levels aren’t just high, they’re unequal with poorer children most exposed - Difficult = among London households with a car it’s the poorest who are much more likely to own an old one (ie incur a charge)

The Government released a plan recently to simplify local government funding. It has positive long run aspirations, and takes steps in the right direction, but its short and medium term proposals fall short of the challenge. Read some quick reflections below 👇
