One lesson from going on 25 years practicing land-use law:
The best outcomes rarely come from treating every disagreement as a fight.
Competence matters. Preparation matters. So does the ability to disagree without making every issue personal.

A comprehensive plan is a policy based document that describes a community’s long term vision. A zoning ordinance, on the other hand, establishes enforceable development standards.
They’re related, but they’re not interchangeable and often get confused.
Understanding the distinction is fundamental to understanding land-use decisions.

Developers can often account for demanding standards.
Uncertainty is harder to price.
Predictable permitting, clear requirements, and consistent administration matter just as much as what’s written in the zoning ordinance.

Housing affordability isn’t just about construction costs or interest rates.
Regulatory costs matter, too. NAHB estimates they account for more than a quarter of the price of an average new single-family home.
When we talk about housing affordability we need everyone involved in the process - especially at the municipal level - to understand these very real costs.

Just because zoning allows a project doesn’t mean the project will get built.
Land values, infrastructure, financing, and market demand still matter.
Zoning creates opportunity. Economics determines whether that opportunity becomes reality.

One year ago today, my City eliminated minimum parking requirements for multifamily housing.
One year later: the sky didn’t fall. Most projects still include parking. But some infill housing is finally moving forward where parking mandates once made it infeasible.
