NETWORKED TERROR AND SILENT SIGNALS: DECRYPTING AL-QAEDA CYBER-RADICALISATION MODULE IN PUNE
The unearthing of the Zubair Hangargekar module by Maharashtra ATS in Pune is not just another arrest. It is a textbook case of the new architecture of terror.
An ideologically driven, professionally successful software engineer, active for years, completely under the radar of both agencies and employer. No travel to conflict zones, no physical handler, just online propaganda, translated magazines, and social media used for identification, cultivation and mobilisation.
Why Pune, again?
From German Bakery 2010, to the 2012 low-intensity blast, to the Kondhwa ISIS module, to now AQIS, Pune keeps recurring on our counter-terrorism map. It is not a coincidence. The city offers a unique triad that makes it an ideal ecosystem for concealed operations:
1. A large, highly educated techie talent pool
2. Diverse demographics for seamless blending
3. High physical mobility with proximity to Mumbai
This module also fits the larger story of Al-Qaeda in the Indian Subcontinent. Announced by Ayman al-Zawahiri in September 2014 to revive AQ's relevance in the region, and led initially by Maulana Asim Umar, AQIS post-2019 has shifted from a kinetic organisation to a predominantly online propaganda and recruitment network. The Pune module was more a propaganda and recruitment cell than a fully operational violent unit, though the recovery of bomb-making material shows the pathway to violence was real and present.
I have tried to unpack this changing model in my latest article, the shift from physical networks to cyber-enabled radicalisation, the vulnerabilities in our tech hubs, and what it means for counter-terrorism preparedness.

At a glance, the China-Myanmar Economic Corridor (CMEC) suggests a bold strategic move by China; a multi-billion-dollar network of ports, railways and pipelines offering a shortcut to the Indian Ocean Region (IOR) to bypass the critical Strait of Malacca and transform Myanmar into a regional hub. Almost a decade on, the ground reality is different. Most projects remain stuck at the planning stage or on paper, except for the oil and gas pipelines that were already operational before CMEC was formally launched. The setback isn’t a lack of drive, but the internal conflict and fractured landscape in Myanmar. Presently, these contested territories lie along the primary route of the CMEC.
𝐖𝐡𝐚𝐭 𝐰𝐨𝐫𝐤𝐬: Only the China-Myanmar Oil & Gas Pipelines are fully operational and revenue-generating - the sole high-viability asset.
𝐖𝐡𝐚𝐭’𝐬 𝐬𝐭𝐚𝐥𝐥𝐞𝐝:Kyaukphyu Deep Sea Port ($1.3Bn) - no material construction, ESIA incomplete, under Arakan Army control. Muse-Mandalay-Kyaukphyu Railway ($8.9Bn) - trapped in preparatory stage, surveys blocked. Same story for SEZ, highways, and CBECZs.
𝐖𝐡𝐲:The corridor runs through actively contested zones. Myanmar’s internal fragmentation is the major constraint, more than finance or diplomacy. FDI down ∼75% since 2021.
𝐂𝐡𝐢𝐧𝐚'𝐬 𝐩𝐢𝐯𝐨𝐭:From building a seamless corridor to pragmatic risk-management - protecting what works, building inside Yunnan, brokering ceasefires and dealing directly with whoever holds ground.
𝐕𝐢𝐚𝐛𝐢𝐥𝐢𝐭𝐲 𝐄𝐯𝐚𝐥𝐮𝐚𝐭𝐢𝐨𝐧: Low viability as a single IOR corridor in the next 3-5 years, moderate viability as a bundle of opportunistic projects.

Violent extremism in India is undergoing a fundamental transformation. Encrypted messaging, VPNs and online propaganda have replaced traditional recruitment, with incubation now happening within Indian cities behind ordinary profiles of students and professionals. AQIS and ISIS, unable to establish physical footprints, are pivoting to digital platforms. The paper dissects three modules on four vectors: Structure, Financing, Communication Tradecraft, and External Direction vs Self-Radicalization.
𝗞𝗲𝘆 𝗜𝗻𝘀𝗶𝗴𝗵𝘁𝘀:
𝗗𝗲𝗰𝗲𝗻𝘁𝗿𝗮𝗹𝗶𝘇𝗲𝗱 𝗖𝗼𝗺𝗺𝗮𝗻𝗱 and 𝗖𝗼𝗻𝘁𝗿𝗼𝗹: Shift from localized, physical safehouses to multi-platform, cross-screen communication conduits, complicating signal interception and intelligence gathering.
𝗧𝗮𝗿𝗴𝗲𝘁𝗲𝗱 𝗗𝗶𝗴𝗶𝘁𝗮𝗹 𝗥𝗮𝗱𝗶𝗰𝗮𝗹𝗶𝘇𝗮𝘁𝗶𝗼𝗻: Systemic exploitation of open and dark-web channels to disseminate tailored propaganda, recruit assets, and execute remote indoctrination.
𝗛𝘆𝗯𝗿𝗶𝗱 𝗢𝗽𝗲𝗿𝗮𝘁𝗶𝗼𝗻𝘀: Blending open-source social media for outreach with end-to-end encrypted messaging layers for tactical execution and financial transfers.
The new terrorist is not crossing borders. He is building legitimacy, logistics, and financing from a flat in a city, using a magazine, deleted PDFs, and encrypted chats.
